- OIL WATER SEPARATOR 1. Is it the intention of the government to pay the same amount per month, regardless of the workload in a given month? If no, then should the units be months? ANSWER: No, payment will not be the same amount each month. The pre-arranged work schedule shows what tanks are cleaned each month and the price of each. Actual monthly cost will depend on the size of the separators and grit chambers cleaned that month. 2. If yes, then how will it be handled if the workload is increased or decreased from what is stated in the pricing schedule. For instance, if the schedule from CLIN 1 changes from 14 cleanings per month to 7, then what is the mechanism to modify the amount paid? Some of the items are only cleaned once per year, what if it is determined that the frequency should be increased to twice per year? ANSWER: Separators that are cleaned once a year, such as CLIN 0001, will not be decreased but might be increased. You are guaranteed at least one cleaning per year. If the cleanings are increased, they may have to be deemed an emergency and a new price determined. Increased cleanings will be handled via Government Purchase Card (GPC-VISA), assuming the contractor has that capability. It is the responsibility of the COR to monitor the contract in a way that assures all scheduled cleanings are accomplished and the contractor compensated accordingly. 3. If at the end of the year the workload is greater than what is stated, what would be the mechanism to compensate the contractor? ANSWER: The contractor is guaranteed the amount of cleanings shown on the CLIN schedule. He will be paid for these at the end of each month. Any additional cleanings will be accomplished via the GPC card. If the GPC card is not an option, other arrangements will be made or the cleaning will not take place. At the end of the year, there should be no work performed that has not been paid for. 4. Please understand that I actually prefer the idea of being paid the same amount every month based on a set workload for the year. Since this is a change, I am just trying to understand how it will work if/when the actual workload is different from the planned workload. ANSWER: The oil water separator maintenance contract has been in existence since 1996 and has never been one that had a uniform amount paid each and every month. The work schedule could possibly be adjusted to equally distribute the work if the contractor desires, understanding that an exact match will probably not happen. 5. I would like to know the amount of solids (average) per CLIN? For example: CLIN #1 50 gallons of solids. CLIN#2 100 gallons of solids. CLIN#3 300 gallons of solids. ANSWER: The average contaminated soil (PCS) and used oil numbers for June 2008 through May 2009 are as follows: 2000 gallons/month of PCS and 2025 gallons/month of used oil. The highest number of gallons for any one month was 4000 gallons for each. Lows were 1000 gallons for PCS and 1200 for oil. Used oil is actually oily water that is too dirty to put back into the separator and not actual, pure used oil. PCS is the hard stuff that has had oily water drained off of it. The following are annual averages for PCS: CLIN 0001 120 gallons CLIN 0002 240 gallons CLIN 0003 7920 gallons CLIN 0004 120 gallons CLIN 0005 240 gallons CLIN 0006 120 gallons CLIN 0007 120 gallons CLIN 0008 2880 gallons CLIN 0009 5280 gallons CLIN 0010 120 gallons CLIN 0011 240 gallons CLIN 0012 1920 gallons CLIN 0013 240 gallons CLIN 0014 720 gallons CLIN 0015 Ft Bragg Landfill Disposal CLIN 0016 120 gallons CLIN 0017 1200 gallons CLIN 0020 2400 gallons (PAFB) 6. On the solids which will stay on Ft. Bragg, what CLIN's do they represent? i.e. CLIN #15 (Ft. Bragg Landfill) ANSWER: That is correct. CLIN 0015 is the only CLIN whose solids stay on Fort Bragg. 7. What are the estimated volumes of solids for disposal based on historic information? ANSWER: See question & answer #5 above. 8. Regarding water disposal, who shall determine which separator will be used to offload clean water? ANSWER: A list will be provided of separators that can be used to offload clean water. 9. Are there any sites where the accessibility will be limited? ANSWER: C3313 and C3511 have recently had a physical structure placed between the separator and the access to the site. A longer hose should remedy the situation. The grit chamber at N5055 (COSCOM area) is just outside a fenced area along Honeycutt Road. A pump truck would have to be parked inside the fence area and a hose ran through or over the fence for cleaning. Areas 3-2742 and 3-1746 are in a highly restricted area called JSOC, located directly behind the Directorate of Public Works (DPW). A call-ahead appointment and JSOC escort is needed for entry into this area. Site O-190N is located in the Range 19 Special Forces complex on McKellars Road. Appointment and escort are needed for entry. Pope AFB bldg 736 is very near the flight line and requires a pass before accessing the flight line security area. All in all, very few have limited access. 10. What is the estimated time for reviewing submitted samples? fill out block 23 and 24? Will those blocks be covered on the attached Section of SF 1449 Continuation Sheet? ANSWER: Sample analysis should take a week or less, and can be reviewed the same day the results are received. Only separators need to be sampled, not grit chambers, catch basins, or holding tanks.
