THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912HQ-09-T-0041. The purpose of this Amendment is to revise the RFQ date for from 23 September 2009 @ 1:00 pm to 25 September 2009 @ 1:00 pm Eastern Standard Time. No further questions will be accepted. QUESTIONS AND ANSWERS FOR BARTAG TRACKING STUDIO TOOLS VERSION 5.312.170, BUILD 1 SW 5271-0545 Number: W912HQ-09-T-0041. 1. Question: Is this an RFQ for a Commercial Off-the-Shelf solution? We cant find any references on the web to BarTag Tracking Studio Tools. A search on Google brings up only your RFQ. Answer: Yes, this RFQ is for a COTS solution. 2. Question: Would you consider a custom application? We can create WinCE applications, both for PSION and for Motorola/Symbol, that generate ASCII files. We have done this before, several times. Answer: A custom application would be considered providing that it meets all of the requirements of the RFQ. 3. Question: Is the generation of ASCII files by the scanners considered sufficient to qualify as capability to interface with APPMS, or are there other concerns in detail? Answer: The software must be able to create the file in the format specified in the RFQ. Once the file is completed, other tools (i.e. ActiveSync) are used to transfer the file to system. 4. Question: Would ActiveSync be sufficient as the tool to to allow the inventory list from the barcode scanner [to] be transferred to a computer (desktop or laptop)? The application on the scanner would create the ASCII file that would be transferred. Answer: Yes, Microsoft ActiveSync is an acceptable tool for use with this application. 5. Question: Is the layout of the scanned barcode the same as the ASCII output required? Are the header and barcode records combined on one barcode, or split between two? Answer: The scanner/application will capture the barcode from property items then generate an inventory file that includes other information such as Hand Receipt Account ID and date. An inventory file consists of a header record and one or many barcode records. 6. Question: Is there a technical point of contact for this RFQ? Answer: Technical POC is Eileen Spears 703/ 428-6384. 7. Question: 1- Is this statement a firm decision? Delivery shall be 60 days After Date of Contract (ADC). Does it include total life cycle from the requirement, design, development and Test, plus user Acceptance Test? From our actual experience, each of the phase listed here would need the customer involvement, feedback and approval. Thus we think the 60 days will leave little or no room for such activities. From the small business standpoint, we cannot afford to have reserved staff waiting for the contract award, this 60 days give us little time to hire employees to perform the contract obligations. Answer: delivery of the actual software is not later than 60 days after the date of Contract. The Customer will work with the Vendor to accomplish the other tasks in a timely manner. 8. Question: How many installation sites or location? Answer: The installation is for multiple locations throughout CONUS. The USACE Enterprise Information Technology Activity will assist with the installation at the local level. There is no requirement for the Vendor to travel to the various locations. 9. Question: How many end-users, required concurrent user number? Answer: For this procurement, there are approximately 40 end users. 10. Question: Is description of the current DataBase to be interfaced with new application available for preview? Answer: The Automated Personal Property Management System (APPMS) database information s proprietary until Contract is awarded. A general description of the database is: The US Army Corps of Engineers (USACE) Automated Personal Property Management System (APPMS) provides enterprise life cycle asset management for the USACE Personal Property and interfaces with the Corps of Engineers Finance Management System (CEFMS) for the management of all Personal Property capital assets owned or leased by USACE, with the exception of real estate assets. The primary purpose of APPMS is to provide personal property accountability to its customers/partners. APPMS provides automated support for the authorization, acquisition, inventory, and disposal processes associated with personal property management. APPMS is a web-enabled application that interfaces with other U.S. Army Corps of Engineer (USACE) systems of Facilities and Equipment Maintenance System (FEMS), the Vehicle Information Management System (VIMS) and the Corps of Engineers Financial Management System (CEFMS). The APPMS physical plant (servers, hardware, O/S level software) is operated, maintained, physical access restricted and exclusively controlled by Army Corps of Engineers Enterprise Information Technology. 11. Question: Are current Documentation for PSION, MC5590 and Automated Personal Property Management System (APPMS) available for preview? Answer: Information on Psion scanners is available at http://www.psionteklogix.com/products/companion-products/imagers-and-scanners.htm. Information on the MC5590 is available at http://www.motorola.com/staticfiles/Business/US-EN/AB/MC55_R.html. 12. Question: Does this RFP allow the use of subcontractors? Size of subcontractor? Answer: It is up to the prime contractor who they will subcontract with. Our contract will be with the prime contractor. According to the Combined Synopses Solicitation, this is a Small Business Set-Aside. 13. Question: Would the quote include the price of the 44 scanners themselves, or are the scanners already on hand at USACE? Answer: This quote is for the BarTag Tracking Studio software only, and does not include scanners. 14. Question: Is this government developed software, or software developed specifically for the government? Answer: The software is not government developed or developed specifically for the government. Question: 15. Is the end user only interested in Bartag Tracking software? Answer: BarTag Tracking is the software in use that is known to interface with existing infrastructure. Any product that meets the requirements of the RFQ would be considered. 16. Question: Will they accept other software with the same capability? Answer: Yes. Software with the same capability is acceptable.
