Description
The U.S. Department of Energy, Federal Energy Management Program is conducting market research to identify sources that have the comprehensive knowledge, skills, capability, and capacity to provide technical services to support alternatively financed federal projects (i.e. Energy Savings Performance Contract projects at federal facilities). Additionally, we are requesting feedback on the questions presented below.The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), and invitation for bid (IFB) or as an obligation or commitment on the part of the United States Government to acquire any product or service. There shall be no basis for claims against the government as a result of information submitted in response to the sources sought announcement. The government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a full requirement arise, the full requirement will be detailed in the solicitation, if issued. General Duties and Responsibilities:The incumbent will provide support to federal agencies on behalf of the Department of Energy to implement Energy Savings Performance Contract (ESPC) task orders issued against the DOE ESPC Indefinite Delivery Indefinite Quantity contracts. This support and facilitation service will be utilized on ESPC projects implemented worldwide; however, work will be conducted primarily in the United States. The incumbent will guide the federal agency acquisition team through the process of developing, awarding and verifying continued savings from ESPC projects. The incumbent coordinates resources to address technical, contractual and legal issues. Questions:1)What type of Contract should be utilized between the Government and vendor to best meet the Governments needs?2)Does your organization intend to submit a proposal for the work described above if the Government puts out a RFP and why?3)What desired skill set would an ideal organization/person possess, to perform the general work described above?4)Is there an existing contract (federal or non-federal) for similar work?5)Should there be a ?Certification Process? for the personnel providing the service and why?6)Should the personnel be located in a single office or geographically dispersed, and why?7)How many personnel would be needed for 40-50 projects initiated each year?8)What special or unique considerations must be given to provide the services described above on non-CONUS ESPC projects? (i.e. languages, training, immunizations, security clearance, cultural differences)9)Are there known federal employees or Federally Funded Research and Development Center (FFRDC ) employees that would be trained, capable and readily available to perform the duties described above?10) What other information would you like to add that would assist the government in developing a solicitation for the type of work described above?
