Description
The USDA, Agricultural Research Service (ARS), U.S. Meat Animal Research Center (USMARC) needs to order is seeking to purchase a grain bin and related equipment. This is to be used in our feedmill for research purposes. The grain bin and related equipment are to be furnished and delivered (F.O.B. Destination within Consignee's Premises). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 (current as of FAC 2001-24), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued. The NAICS is 423390, 332311. The Solicitation number AG6538S090040 is issued as a Request for Quotation (RFQ). The description of items and clauses incorporated in this synopsis/solicitation are applicable to this procurement and will be incorporated into any resultant purchase order. Any resulting order will be issued to the company offering the best value to the Government, price and other factors considered. This is a BRAND NAME or EQUAL acquisition in accordance with FAR 52.211-16. EVALUATION FACTORS FOR AWARD will be based on technical capabilities, price, past performance, availability. This is a BRAND NAME or EQUAL acquisition in accordance with FAR 52.211-16. The list of "brand name" products and salient characteristics/descriptions of the "or equal" products are as follows: The following are the characteristics for the grain bin and related equipment: 1. General: The New Grain Storage Bin and all related flooring, an unloading auger, a grain spreader, roof aeration vents, a bin spreader, fans, conveyors, catwalk, etc., necessary for a complete and operable system. 2. Materials and Equipment: a.Grain Bin: 1.Grain bin shall be a nominal 55'-8" diameter with a nominal eave height of 46'-0" (12 or 13 rings) and a peak height of 61'-0". Capacity shall be a nominal 100,000 bushels of 56 lb/bu shelled corn based on 6% compaction with bin filled to eave line with grain peaked in roof area at a 25 degree slope. Eave capacity shall be a nominal 95,173 Bu and total capacity shall be a nominal 105,410 Bu above the drying floor. Metric ton to peak shall be a nominal 2,678. The bin shall be a Chief, Brock or York commercial type bin, or equal, and shall be complete with the following (For specification clarity, "Chief" manufacturer's numbers are used as reference): a.One ring walk-in door with a door step for easy access, complete with 10 gauge hinged door boards locked into place with camlocks. b.All bin parts shall be galvanized, minimum G115. c.Sidewall construction shall include stiffeners for anchoring directly to the concrete foundation. d.High tensile strength bolts with sealant washers. e.Roof system shall consist of high roof ribs. Roof shall be J-rib, 30 degree structured roof with a 72" peak ring (25,000 lbs peak load) and a 30 lb per sq. ft. live load. Roof system shall be reinforced as required to safely support wind, snow, conveyor, and catwalk loads. Fill hole flange shall be sized to accommodate U-trough conveyor and shall be weather tight. Roof vents shall be provided which shall be low profile with bird screens and of mushroom type. There shall be 8 roof vents rated at 3,750 cfm/vent. f.The bin shall include a manhole at the eave with a landing platform, and an OSHA approved safety cage on the external ladder, a handrail at the eave for access around the manhole, and OSHA approved inside and outside ladders extending to the foundation on the outside and to the false floor on the inside. Handrail package shall include 6 ft. diameter bin peak handrail package, 5 bolt-on posts with knee braces, top and middle handrail of 2" flatbar, bottom toe board to be 4 inch. g.The aeration floor shall be a channel lock floor, Chief CLFS 5508.094" 20 ga. It shall be shipped using split planks. Supports shall be CLS-13-16, STAMPED. Aeration floor shall be 13" tall (for bin Dia.: 55' 8", grain depth: 60'). h.Sealant for base,.75" x.75" x 14.5' roll with 8 rolls per box, shall be heavy duty base angle sealant with a polyurethane foam impregnated with an asphalt material. Non-hardening caulking shall be for sealing seams. i.Anchor bolts shall be package CB18-2 - CB18 standard anchor bolt package for 2 stiffened bin/silo. j.It shall be designed for seismic condition "A" and a 90 mph wind. k.Specifications and drawings for bin concrete foundation design shall be provided. l.Grain bin is intended to be a "complete purchase" and shall include all incidental hardware, brackets, etc. m.It is required to submit grain bin manufacturer's information depicting dimensions, load capacities, electrical requirements, etc. n.Grain spreader shall be a Scattergrain model #FFD200 as manufactured by Farm Fans or equal. Unit shall have a TEFC 1 hp, 220 V, single phase motor and a minimum 4000 Bu/Hr capacity. The grain spreader purchase is intended to be a "complete purchase" and shall include all incidental hardware brackets, etc. It is required to submit manufacturer's information depicting dimensions, load capacities, electrical requirements, etc b. Fan, AF-1, 2 Fans required (Option 1) shall be a centrifugal type, rated at 13,500 CFM at 6.5" static pressure. 1,750 rpm motor shall be a minimum 20 hp, 3 phase, 60 hz, and 480 volt TEFC with controls. Fan shall be equipped with a rain hood, fan transition, and transition support. The fan purchase is intended to be a "complete purchase" and shall include all incidental hardware, brackets, etc. It is required to submit fan manufacturer's information depicting dimensions, load capacities, electrical requirements, etc. 1. The bin shall be equipped with a Farm Fans Sentinel aeration control or equal. Unit shall contain a Hi and Lo thermostat and a Hi & Lo humidistat. Unit will be interlocked with the starter of the fans. c.Bin sweep, BSU-1 (Option 2) shall be a 10", commercial bin sweep. Unit shall be similar to 30D CB-18, CHIEF 105255C, or equal, designed for bin supplied. Unit shall come complete with flighting, a backup shield with an intermediate bearing and a rubber wheel drive. Unit shall be driven from unloading auger. Unloading auger shall be a 10" commercial unloading unit, 46'-0" from center line of bin well to center line of discharge, including the following: 1.10" diameter x 12 gauge galv. tube with a 9" O.D. x 3/16" flighting (half pitch shall be 30" @ the intake). 2.Nominal 22" x 34" bin well with 3/16" gate supported on rollers. 3.2 intermediate hoppers with roller slide gates. 4.All necessary control rods and levers for above mentioned bin. 5.460 volt, 3 phase, 60 cycle TEFC motor. Motor shall have oil encased speed reducer. Motor shall be a minimum of 15 hp and shall have OSHA approved belt guards. Motor mount shall be included with drive kit. 6.Belts and pulleys shall be sized to adjust the capacity of the auger to a nominal 2000 Btu/hr. The bin sweep and unloading auger are intended to be "complete purchases" and shall include all incidental hardware, brackets, etc. It is required to submit manufacturer's information depicting dimensions, load capacities, electrical requirements, etc. d.U-Trough Conveyor, UT-1 (Option 3): 1.UT-1 shall consist of the following: a.13" x 12 gauge U-trough with 12" x 3/8" helicoide flight on 2-1/2" pipe. Overall length is 56'-0". Included shall be a discharge section, inlet section, and an intermediate sections. b.End flange, inlet adaptor plate or hopper, 90 degree spout, u-trough cover and support feet. c.Sealed ball heavy flanged end bearings with split wooden hanger bearings. d.460 volt, 3 phase, 60 cycle TEFC motor. Unit shall include an oil enclosed speed reducer drive NECO, or equal. Motor, belts and screw drive shall be sized by the manufacturers. Motor shall be a minimum of 15 hp and have OSHA approved belt guards. Unit shall include motor mounts and drive kit. e.Capacity shall be 4000 bph at 155 rpm at 90% loading. f.Finish shall be a factory painted finish. g.The U-trough auger purchase is intended to be a "complete purchase" and shall include all incidental hardware brackets, etc. It is required to submit manufacturer's information depicting dimensions, load capacities, electrical requirements, etc. e.Catwalk, CTWLK-1 (Option 4): 1.CTWLK-1 shall consist of the following: a.Nominal 4'-0" x 81'-0" (4-18'-0" sections & 1-9'-0" section), type 6B catwalk system. Unit shall be designed using standard design criteria to span 75'-0" free span with a drag @150lbs plugged weight and shall include a 20" conveyor mounting area for a 56'-0" x 13" U-trough (UT-1 above), and covered wire mesh walk way, with #6 end enclosures. b. Unit shall include OSHA approved hand rail on both sides of the 81'-0" catwalk. c. Unit shall be finished with a powder coated finish. d.System shall include a 6 ft wide 2 column support tower to be anchored to bin foundation and bin wall. Capacity of column shall be capable of supporting ½ of catwalk design weight and shall be painted to match catwalk. Column shall consist of 6-10'-0" sections for a total of 60'-0". e.Catwalk purchase is intended to be a "complete purchase" and shall include all incidental hardware brackets, etc. It is required to submit manufacturer's information depicting dimensions, load capacities, etc. CCR and ORCA: Vendor must be registered in the Central Contractor Register (CCR) and Online Representation and Certifications (ORCA) prior to the award of the contract. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer.
