- East Canyon Dam CRB This sole source determination has been prepared to document the facts andrationale to support the determination that according to FAR 6.302-5Authorized or Required by Statute. The expert services are sought based on unique technical qualifications toreview Reclamation's state-of-the-art analysis to understand the dynamicperformance of the East Canyon thin-arch dam and its foundation. As astate-of-the-art analysis, very few experts in the world are capable ofefficient and technically adequate review of the volumous and complexdynamic predictions and failure probabilities of the interaction of thethin-arch dam with the foundation and reservoir. The Reclamation Safety of Dams Act and the Reclamation Public ProtectionGuidelines are used to determine if there is justification for takingexpedited action to reduce risk. The Guidelines further state that everyeffort should be made to complete the risk reduction actions within 90 daysof determining the need for expedited action. The July 30, 2009 risk analysis identified risks justifying expeditedaction and the recommendations to reduce the risk are ready for review bythe CRB. As required by the Guidelines, risk reduction recommendationscannot be initiated until the CRB review is complete, so the procurement ofthe CRB services is urgent to comply with the Guidelines. Specific citations of these Guidelines and Public Laws are: Reclamation Safety of Dams ActPublic Law 95-578, November 2, 1978, as amended by Public Law 98-404(August 28, 1984),Public Law 106-377 (October 27, 2000),Public Law 107-117 (January 10, 2002),Public Law 108-439 (December 3, 2004)Reclamation Guidelines For Achieving Public Protection in Dam SafetyDecisionmaking (June 15, 2003) A number of actions have been considered, including drilling to reduceuncertainties in the analysis that have been performed. The preferredalternative that will be presented to the CRB. In the case that drilling isidentified as a potential action, drilling operations become very difficultand expensive during the winter months. Thus, it is necessary to convenethe CRB before the winter to facilitate the risk reduction actionsidentified
