Description
The Army Contracting Command (ACC), Joint Munitions & Lethality (JM&L)Contracting Center, Picatinny Arsenal, New Jersey 07806-5000, on behalf of the Project Manager, Joint Lightweight Howitzer intends to issue a solicitation requirement for a Muzzle Velocity Sensor System (MVSS) to be part of the Digitized M119A2 105mm Lightweight Towed Howitzer and the M777 155mm Howitzer. The MVSS shall include, as line replaceable units (LRUs), a Sensor Head, Mounting Bracket, Power Cable, Signal Cable, Remote Display, Cable Drum (2 per MVSS), Power Adapter, Carrying Case, Secondary Power Cable, and Doppler Simulator (if required). The MVSS shall meet PRF-MVSS-13022787, Performance Specification for the Muzzle Velocity Sensor System. This will be a competitive acquisition which is intended to be awarded as a result of a Request for Proposal (RFP). Along with a planned Bid Sample Test,to demonstrate the system compliance with discrete requirements as set forth in Section M of the solicitation, an integrated assessment will be made by the Source Selection Authority (SSA) from the review of that performance demonstration outcome and the results from evaluation of the factors also set forth in Section M of the solicitation. Pre-award surveys may be conducted. The Government intends to make only one award as a result of this RFP, but reserves the right to make multiple rewards. The Government will select for award the proposal that is the most advantageous and represents the lowest price technically acceptable offer to the Government. The North American Industry Classification System (NAICS) code for this acquisition is 334511. The Government intends to award an Indefinite Delivery Indefinite Quantity (ID/IQ), Firm Fixed Price contract(s) with a duration of five years, which includes First Article Testing of the MVSS to PRF-MVSS-13022787, delivery of MVSS Software Development Units, and MVSS production units. The required Production Delivery Schedule will be approximately 20 MVSSs per month. It is anticipated that this solicitation will be posted on the US Army JM&L, LCMC Procurement Network website located at http://procnet.pica.army.mil and FedBizOpps https://www.fbo.gov/. Be advised that this notice does not constitute an RFP. The RFP will be issued on or about 1 November 2009. Contractors must be registered in the Central Contractor Registration (CCR) database by accessing the CCR web site at http://www.ccr.gov in order to be eligible for contract award.
