- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command.The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into an ID/IQ firm-fixed-price type contract on a sole source basis with the Global Maritime and Transportation School (GMATS), 300 Steamboat Road, Kings Point, NY 11024-1634. The resulting contract will provide for a five year period of performance. GMATS has the ability to fulfill the facilities requirements and is the sole provider of the following required training coursework: Naval Cooperation and Guidance for Shipping (NCAGS) Course, Commercial Multi-Ship Operations Course, NCAGS Basic Familiarization (CONUS/OCONUS), NCAGS Communications Course, Senior NATO NCAGS Officer Course, Shipping Coordination Team Course (CONUS/OCONUS), Facility, Vessel, & Company Officer Program Course and Hosting NCAGS Conferences (2 per year). The Provider's primary learning site shall, in addition to having appropriate classroom facilities with varying capacities, have the following: close proximity (within 50 miles) to large, working commercial port with actively trading merchant vessels for field visits and other training activities; on-site full mission bridge simulator for convoy and communications exercises; close proximity (within 50 miles) to vessel! traffic service/system command center to support field visits and exercises; on-site part task ship simulators with a minimum of 16 own ship stations each equipped with RADAR/ARPA, ECDIS, VHF radiotelephone, and a high fidelity, enhanced visual display at each own ship station capable of showing realistic, multi-view depiction of own ship's environment; and on-site waterfront facilities with a minimum of 4 small vessels each with unique handling characteristics which are capable of underway operations in various weather conditions. The Request for Proposal Number is N00178-10-R-1005. The North American Industry Classification (NAICS) Code is 611430 with a $7M size standard. FOB Destination provisions apply. The anticipated issue date for the solicitation is 09 October 2009, and will be available on the Federal Business Opportunities webpage, the NECO webpage, both noted above. NSWCDD Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at the above websites. Hardcopies will not be provided. Vendors should regularly access the any of the above websites to ensure they have downloaded all amendments.
