Description
The Program Manager Individual Combat and Equipment (PM ICE), Marine Corps Systems Command (MARCORSYSCOM) is seeking industry input that identifies candidate solutions that have been developed, or are in development, which will satisfy current/future Individual Purification Unit Remote/Expeditionary (IPURE) requirements. The IPURE is an advanced water purification, disinfection and filtration technology that will allow the warfighter to safely transform all sources of non-potable fresh water into microbiologically-safe water while on the move in austere environments. The system will be used by individuals in austere combat environments to resupply from indigenous fresh water sources (EPA Type I and II water per NSF Standard P248 or EPA Guide Standard). The IPURE system must consist of the following components: 1.Capacity/Characteristics- A collapsible collection medium with the capability of holding and transporting 3 fluid liters without spillage regardless of orientation or method of carry. The collection device must be extremely durable and not affected by extreme temperatures. The device shall be used to initiate the purification process so as to not introduce contaminated water into the currently fielded hydration carrier. 2.Purification- The IPURE must be able to produce a minimum of 1 liter of purified fresh water in 15 minutes. The water will be in compliance with TBMED 577 and will be tested against NSF Protocol P248. 3.Safety Indication Device- Provide a visual indication that the water is microbiologically safe to drink. 4.Filtration System- The filtration system of the IPURE must have a filtration system that will remove resistant protozoa and cryptosporidium cyst, disinfectant resistant protozoan cysts and oocysts, as well as bad taste and odor. The filtration system should have an "end of life" indicator to tell the user when the filter should be replaced. 5.Compatibility- The termination of the IPURE System must integrate with the currently fielded hydration drink tube and be able to replenish the hydration system through the reservoir cap. 6.Smart Card- Each kit will include a smart card with detailed instructions for the entire purification process. The cards will be durable, wear and water resistant. 7.Weight- The entire system must weigh less than 11 oz when packaged together (dry). The IPURE must also be able to integrate with the currently fielded "Improved Load Bearing Equipment" (ILBE) hydration system and Recon Improved Load Bearing Equipment(R-ILBE)hydration system. Request for Information (RFI) submissions should include company name, address, business size (i.e., small business, small disadvantaged business, large business), point of contact, and email address. Responses should incorporate as much detailed information as possible to include, but not limited to: Technology/System information: (1) Manufacturer/developer name and describe company competencies; (2) White papers and/or product literature that describe the functionality/capability of the or system; (3) Technical/performance information (e.g., capacity/characteristics, purification, safety indication device, filtration system, compatibility, smart card, and weight) to include test results verifying compliance with NSF Protocol P248; (4) Operations concept for the system (e.g., how it is employed); current employment (if any) by other organizations; current technology maturity or technology readiness level (TRL) and maturation plans; and relation/integration with and dependence upon other technologies or systems. Cost information: (1) Procurement (unit) costs - describe unit baseline capability against the IPURE requirements above and provide unit prices for the baseline. Describe if the units are warranted, and if so, describe the coverage (e.g., labor, parts, and shipping), the duration of the warranty in months, and what triggers the warranty. Describe if there are special tools required to repair the units and, if so, provide the Rough Order Magnitude (ROM) cost of each kit/tool and the kit to unit ratio (e.g., 1:1, 1:3). Also provide the delivery date. (2) Development Costs - describe if modifications to your existing systems would be required in order to meet all IPURE requirements. (3) Support Costs - describe the range of contractor support that is available for the units (e.g., 24x7, CONUS only, in-theater). Describe if there are consumables for these units. Questions and or concerns regarding this RFI must be submitted in writing to Peggy Smith at Peggy.L.Smith1@usmc.mil with a courtesy copy (cc) to Major Amy S. Cahoon at amy.cahoon@usmc.mil no later than 28 October 2009, 2:00PM Local Time, for consideration. Questions received after 28 October 2009, 2:00PM Local Time, will not be entertained. Telephonic responses will not be considered. Any proprietary information submitted may be used in establishing requirements, but specific offeror information will be safeguarded as proprietary. There is no page restriction associated with this RFI; however, an executive summary, not to exceed five (5) pages, should accompany each submission. The Marine Corps will use the results of this announcement to determine what capabilities currently exist in the marketplace which meet the Government's requirements outlined above. Interested vendors are requested to submit their responses no later than 2:00pm Local Time, 4 November 2009. All submissions shall be UNCLASSIFIED and include a hard copy version along with one electronic (soft) copy on a CD-ROM formatted for a personal computer. Inc located at 50 Tech Parkway Suite 303, Stafford, VA 22556. The conference will commence at 0800, 18 November 2009, with a MARCORSYSCOM overview of current program goals, capability needs, constraints, other information resulting from questions or concerns received by 28 October 2009. In addition to the conference, interested vendors are advised that a limited number of individual sessions may be arranged by appointment with the MARCORSYSCOM team to discuss company-specific ideas, concerns, prototypes, etc. Presentation items for these individual sessions must be on CD, no exceptions. No computers will be allowed to attach to the facility's visual projectors or visual aides. The individual sessions will be from 1100 to 1700 on 18 November 2009 (last session will be at 1600). Sessions will not exceed fifty (50) minutes and should include company qualifications/background, similar-relevant past performance information, potential teaming arrangements, and business size. Companies wishing to attend the conference and/or make an individual session appointment must be registered no later than 13 November 2009, 2:00pm Local Time, by contacting Peggy Smith via email at peggy.l.smith1@usmc.mil. Telephonic requests will not be entertained. Requests for conference attendance/individual appointment shall include company name, point of contact name and phone number, name and title of all attendees, and whether registering for conference and/or one-on-one session. Conference and individual session participation is limited to four persons per company. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as an obligation by the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input submitted in response to this RFI. Responses to this RFI will not be returned. Vendors responding to this RFI, understand that representative of Patricio Enterprises, in support of PM ICE, MARCORSYSCOM, will be reviewing and collating all responses to this RFI.
