Description
Solicitation Number: OS18132 Intended Source: Congressional Quarterly Inc. Period of Performance: One (1) Year, September 30, 2009-September 29, 2010 The Program Support Center (PSC), Strategic Acquisition Services (SAS), on behalf of the Office of Budget within the OS Asst. Secretary for Resources and Technology (ASRT), intends to award a 12 month sole source contract for a Congressional Quarterly Service Package,using simplified acquisition procedures to: Congressional Quarterly Inc. 1255 22nd Street, NW Washington, DC 20037 The basis for this requirement is federal acquisition regulations (FAR) Part 13. The congressional Quarterly Service Package provides the office with information from Capitol Hill summarizing and analyzing relevant budget and appropriations bills and reports scheduled for floor action; tracking of draft bills, amendments, schedules and other important events. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1 (b) – which states that for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested persons may identify their interest by responding to the requirement within four (4) days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
