Description
*This is a Special notice. This will not bind any contractor or the Government in any way or at anytime into a contract with any of the specified terms below. There is a Request for Proposal (RFP) under Solicitation Number W91LV2-09-C-0056 for Foreign Language Television Broadcasting. The U.S. Army Contracting Command MICC-USAR Center intends to award a sole source contract to SCOLA located at 21557 270th Street, Mc Clelland, IA 51548-6027, upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements. The Government intends to award a sole source Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Foreign Language Television Broadcasting Services. In accordance with FAR 5.201 synopsizing of contract actions that exceed $25K is required. The purpose of this announcement is to publicize a RFP for the services and supplies identified at Attachment 0001 entitled DLIFLCSOW and Attachement 0002 entitled DLIFLCLineItems for additional information regarding this requirement. The period of performance will be from 26 September 2009 through 25 July 2010 with an estimated cost of $9.06M. The Statement of Work identified at Enclosures 0001 and 0002 include the services to be provided should a contract be awarded. The services to be acquired include delivery of satellite-transmitted and internet-downloadable international television programming to Department of Defense (DoD) users to support language learning in languages of Military interest. The Government intends to satisfy this requirement through a sole source FFP contract award to SCOLA. The U.S. Army Contracting Command MICC-USAR Contracting Center has made the RFP available via Army Single Face to Industry (ASFI) Acquisition to Business Website located at https://acquisition.army.mil.. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award.
