Description
NASA/GSFC has a requirement for (two) Linkway S2-2.4m Ku with the followingspecifications:-IDU Assy, Linkway S2, Rugged-16W BUC, AC Power Input Without M&C MADE FROM CL0005404-02-Cable Assy, AC Power Cord, N America,7 FT-LNB KU 11,70-12.20 GHZ EXT REF-Antenna, 2.4M, KU-BAND, X-POL, EUTELSAT-Kit, Mounting, ODU KU-BAND, Boom Hanging-Mount, Antenna, 2.4M, 6 5/8 in MAST NPRM-Cable Assy, Coaxial, 30M IFL, Dual RG-6 w/F-Type Connectors, PB FreeNASA/GSFC intends to purchase the items from ViaSat, Inc. pursuant to FAR 13.106 for theacquisition of supplies or services determined to be reasonably available from only onesource. It is our understanding that ViaSat makes hardware that interfaces with thesatellite that we require access to, which is the Intelsat 14 with the IRIS payload. Itis our understanding that no other vendor produces the equipment, especially in aintergrated end to end solution. In our lab, we are running DTN (delay tolerantnetworking) experiments and Intelsat 14 is the only domestic satellite that has thiscapacity. We intend to purchase these items through ViaSat in order to procure thenecessary hardware to enable this experiment.The Government intends to acquire a commercial item using FAR Part 12.DO Rating is DO-C9. The synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. local timeon September 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRogenia.M.Burton-Penderga@nasa.gov or via facsimile at 301-286-1720 no later than 12:00p.m. local time on September 28, 2009.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
