Description
On or about 06 November 2009, this office will issue Request for Proposals for design and construction of the FY10 Missile Procedure Training Operations Facility, Minot AFB, ND. The solicitation will close on or about 07 December 2009. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A site visit is scheduled on 18 November 2009 at 0900 hours (local time). Contractors interested in inspecting the site should contact the Minot AFB Resident Office, U.S. Army Corps of Engineers, P.O. Box 8022, 5 Shawnee Road, Minot AFB, ND 58704 Telephone: (701) 727-6127; Fax: (701) 727-6128; e-mail: Trev.Albright@usace.army.mil. All inquiries for registration should be made a minimum of 7 work days in advance of the scheduled site visit to coordinate base access and place of assembly. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) Design and construct a new 24,972 SF facility to manage and direct missile operations, provide classified training, briefing, work and storage areas for missile crews and support staff. Includes site work, utilities, new parking and landscaping. The estimated construction cost of this project is between $1 million and $2.5 million. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Bidders (Offerors): Please be advised of on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.bpn.gov. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
