Description
RECOVERY--The U.S. Army Corps of Engineers will be issuing an Invitation for Bid for Maintenance Dredging. The proposed work consists of maintenance dredging of the 15-foot Federal entrance channel at Newburyport Harbor. The work consists of dredging about 160,000 cubic yards (cy) of sand, including a 2-foot overdepth allowance. There are three possible disposal methods/sites, depending on obtaining all local, State, and Federal approvals and funding. About 120,000 cy will be placed on Plum Island Beach in Newbury, about 1 miles away; and disposal of about 40,000 cy will be on Salisbury Beach in Salisbury, about 1 miles away. Secondly, about 40,000 c.y. will be placed on Salisbury Beach and about 120,000 nearshore off Plum Island; and thirdly about 160,000 cy will be placed nearshore off Plum Island. Method of dredging and disposal is also dependent on obtaining all approvals and funding the dredged material can be removed using either a cutterhead pipeline dredge or a hopper dredge with pump-out capability. If the entire 160,000 c.y. will be placed nearshore, a mechanical dredge may be used. Depending on equipment used, a booster pump may be required. The dredged material placed on the beach will be used to increase the elevation and width of the beach berm and widen the frontal dune line. The new dune face would be planted with grass and sand fencing installed. Dredging and disposal window is from September 1 to March 14; however if the 160,000 c.y. is all placed nearshore, the window is July 1 to March 14. Dredging operations will be permitted 24 hours per day and 7 days per week. The entrance channel was last dredged in 1999 when approximately 145,000 c.y. were removed. The estimated cost of this procurement is between $1,000,000 and $5,000,000. This solicitation will be available on or about 13 October 2009 and will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov). Neither telephonic, mailed nor faxed requests will be accepted. Registrants are responsible for the accuracy of the information on the registration list. This procurement is UNRESTRICTED. The applicable NAICS code is 237990 with a Small Business Size Standard of $20,000,000. All responsible sources may submit a bid which will be considered by the New England District.
