Description
NASA/GSFC has a requirement for (one) SystemVue RF Architect Perpetual SoftwareBundle License with the following requirements:-End-to-End simulation of SATCOM architecture, encompassing digital, mixed signal, and RFdomains; a library of parametrised baseband, RF, and channel blocks; capability ofincorporating C++/C and Matlab models; ability to characterize BER of a SATCOM link andEVM of a transmitter system; ability to include true RF effects, such as close-in phasenoise, phase distortion, intermodulation effects; both time and frequency domainsimulation; ability to co-simulate withe Agilent SpectraSys: interoperability withAgilent test equipment, such as vector signal analyzers. The need date is 10/01/09. Thesoftware is required for simulations on ongoing design work for a high-rate Ka-bandmodulator for DestynI and JDEM.NASA/GSFC intends to purchase the items from Agilent Technologies pursuant to FAR 13.106for the acquisition of supplies or services determined to be reasonably available fromonly one source. It is our understanding that Agilent has the ability to cosimulate withAgilent SpectraSys;interoperability with Agilent test equipment, such as vector signalanalyzers. It is our understanding that only SystemVue from Agilent meets allrequirements.The Government intends to acquire a commercial item using FAR Part 12.DO Rating is DO-C9. The synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. local timeon September 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRogenia.M.Burton-Penderga@nasa.gov or via facsimile at 301-286-1720 no later than 12:00p.m. local time on September 28, 2009.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
