- This proposed procurement is unrestricted. Date of issue for the solicitation and specifications will be on or about October 13, 2009, on www.fbo.gov. Request for proposals will be due on or about November 10, 2009. Magnitude of construction is between $5,000,000.00 and $10,000,000.00. This work is to construct a 898 Square Meter Weapons System Trainer (WST) high-bay addition to an existing flight simulator facility (Building 1228) at Little Rock Air Force Base, Arkansas. The facility will be a properly sized and configured area to accommodate a new six-axis C-130 flight simulator with adequate space for operational computers, briefing rooms, component and facility storage, classrooms, and instructor areas in support of the C-130 aircrew training program. This additional simulator will provide required and essential initial, qualification, proficiency, hazardous/emergency, and effective mission procedures training. Area must be securable to the Secret level and conform to the security architecture of the existing facility, meet safety requirements for new construction, and comply with established physical security guidelines. This addition is to mirror the existing facility architecture and include concrete footings and slab on grade, structural steel frame, standing seam metal roof, brick exterior walls, and fire protection/suppression. Site work includes relocation of anode bed and runoff drainage swale, asphalt access roadway, and parking areas. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria.
