- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for W912LD-09-T-0130. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This requirement is being solicited as a 100% small business set-aside. The associated NAICS code is 334220 with a size standard of 750 employees. The line item descriptions are as follows: Line Item 0001 Access Control System: The contractor shall provide all labor, equipment and materials necessary to provide and install an Access Control system. See the Statement of Work that is posted to http://www.ripfo.ngb.army.mil/EBS/AdvertisedSolicitations.asp List of Approved Systems: 1. Galaxy D600 Series 2. Lenel OnGuard LNL Panel 3. Software House C*CURE 800 1*Star Pro Installation of all equipment must be accomplished by a manufactures certified installer(s). PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: 252.204-7004, Alternate A, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items. INSTRUCTIONS TO OFFERORS: All quotes must be faxed to 401-275-4305, USPFO for Rhode Island, RIPFO-PC, 330 Camp Street, Providence, RI 02906. POC for this solicitation is Mrs. Mona Morin, 401-275-4248, mona.morin@us.army.mil. All contractors must be registered in the Central Contractor Registration, http://www.ccr.gov database prior to any contract award. Register, or renew registration, with the Online Representations and Certifications Application https://orca.bpn.gov/ as soon as possible, to expedite contract award. Wide Area Workflow https://wawf.eb.mil/ will be the method of submitting invoice after receipt of supplies or services. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA/VA/Government Contract No. (if applicable), Date offer expires, warranty, Line item unit price, and Total cost. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), and price. Quotes must be signed, dated and submitted by 29 September 2009, 3:00 pm, (Eastern Standard Time). LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modifications of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)). STATEMENT OF WORK Installation of a building Access Control System at Combined Support Maintenance Shop (CSMS) Facility (440030). SW-1SCOPE: The project consists of furnishing all design, labor, supplies, equipment, supervision and materials in the installation of a new Access Control System. The shop drawings will include drawings of the building identifying all components, modules, peripheral devices and wiring detail. All equipment shall have the manufacturers name and logotype label. The contractor shall provide all devices and components required to accomplish the installation of a fully functional system. SW-2LOCATIONS: The work shall be performed at the following Rhode Island Army National Guard facilities: CSMS Facility, 2841 South County Trail, East Greenwich, RI 02852 1. Access Control System A. The system shall be one of the following approved Access Control systems: Galaxy D66 Series, Software House C*Cure 800 I Star Pro or Lenel On Guard LNL. B. Wire and cable and all associated connectors and shall be installed in accordance with the manufacturers specifications. C.System Components: The system shall consist of the following: 1 (6 Door Controller), 1 (2 Door controller), DIO cards (8 inputs and 4 outputs), 1 PC computer with monitor, Software 16 door, 5 client, Web module, Badging Software, Badging Camera kit, Badging printer double sided with overlaminate, Badging kit with cards and ribbons, Cards (36 Bit polished on two sides, Enrollment reader, 8 proximoty card readers, 8 Rex PIRs, 14 door position switches, 14 Propped door sounders, 8 Elecric strikes or maglocks, 2 Overhead door relay controls. TP-3 FINAL TEST. The installation and acceptance will be considered complete after the following: A.Operating and Instruction Manuals will be provided prior to testing the system. B. A complete set of as-built drawings showing installed wiring, color coding and wire tag notations for exact locations of all installed equipment, specific interconnections between all equipment and wiring of the equipment will be delivered to the owner.
