THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W56HZV-TBD. This Source Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army TACOM Life Cycle Management Command. The purpose of this Notice is to identify businesses concerns that are both interested in and capable of performing the work described herein. Response to this notice is voluntary. The TACOM LCMC does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought, the TACOM LCMC may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against the TACOM LCMC shall arise as a result of a response to this Sources Sought or the Armys use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Capability statements shall demonstrate an understanding of the development and production of ground combat vehicles. If a Request for Proposal (RFP) is issued following this notice, it is anticipated that a requirement for contract performance will include the ability to handle classified (SECRET/NOFORN) information and comply with the applicable International Traffic in Arms Regulation (ITAR). Tailored Capability Statements for this requirement shall address the following areas: 1) Technical: The U.S. Army is planning on developing and fielding, in an incremental approach, a class of ground combat vehicles that will be integrated into the Armys Brigade Combat Teams (BCT). A class of vehicles will introduce, over time, various platforms (variants) to the BCT in an incremental acquisition approach starting with a lead vehicle development effort. This notice seeks to identify firms capable of designing, developing and producing the U.S. Armys next generation of highly survivable, lethal and supportable ground combat vehicles. Describe your firms experience and corporate knowledge in the development and integration of combat vehicles that are expected to achieve highly challenging interoperability, (vehicle and crew) survivability, lethality, mobility, supportability, availability, affordability and transportability objectives. In addition, describe your firms ability to develop, integrate and produce: "Highly reliable, interoperable and real time network capabilities "Software-intensive mission and safety critical systems "Non-lethal capabilities for ground combat vehicles "Embedded training capabilities introducing state of the art in training as an integral part of the combat vehicle 2) Facilities: This notice seeks to identify firms that have or can develop and obtain the expertise, capacity, facilities and qualifications for potentially managing, developing and producing an increasing number of varying ground combat vehicle platforms. 3) Management: Describe, with references to past experience (contract number, supervising agencies and other applicable documentation/details), your firms capabilities in terms of expertise, corporate knowledge, processes and environments necessary to manage a complex technology development and production effort. Describe your firms ability and experience in handling classified aspects of a program. 4) Experience: Describe your firms capabilities and experience in developing and producing multiple systems in a collaborative and highly concurrent development environment. Describe your firms existing efforts that are potentially comparable and applicable to this effort. Describe your firms capability to stand up a team equipped with well established processes and product development environment. Describe your firms systems engineering expertise, processes, and environments that a complex development effort will require across multiple teams and the integration of these activities/products to achieve the established system-level objectives. Identify if your firm utilizes an established quality control system. Identify if your firm utilizes an established systems engineering process. Interested firms should submit a tailored capability statement for this requirement not to exceed twenty (20) single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly detail the ability to perform the aspects of the notice described above. Additionally, you are to identify yourself as a potential prime contractor or as a potential subcontractor. Include your firms CAGE code in the response to this notice. All proprietary information should be marked as such. Responses will be reviewed only by Army personnel and will be held in a confidential manner. In the event an RFP is issued, North American Industry Classification System (NAICS) code 336992 is being considered. Capability statements are due no later than 3:00 p.m. ET prevailing time on 07 October 2009.
