- The contractor shall bind and repair an undetermined total of rare, old and damaged books. This solicitation will result in a NOT TO EXCEED contract when awarded. The Government has a requirement to repair 1000, or greater, rare, old and damaged books that are part of the Morris Swett Technical Library, Fort Sill, Oklahoma. The Government will ship the books to the awarded vendor who represents the Best Value to the Government in terms of price, delivery and past performance. North American Industrial Classification System (NAICS) Code 323121 is applicable to this acquisition. The applicable size standard is 500. The Government will issue a 100% set-aside for small business Request for Quotes (RFQ). The Government will evaluate offers in response to this request and award a purchase order/contract to the responsible offeror whose offer conforms to this request, and will be most advantageous to the Government considering price and other factors (e.g., past performance, delivery, socio-economic status and/or quality). Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). Award of a Firm Fixed Price (FFP) contract is contemplated. Supply/services will be procured pursuant to the regulatory direction of FAR Part 13.5 Test Program For Certain Commercial Items. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/, and the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package and any subsequent solicitation amendments. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
