Description
This SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) is issued by the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD) to identify potential sources capable of providing climate services support through new contracts for its Regional Climate Center (RCC) Program. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. It does not constitute a request for a formal proposal or a presolicitation notice. Since 1984, the RCCs have provided climate services support through a combination of data services, applied climate research, and education and outreach support. Since 1990, there have been six RCCs providing support to six distinct geographic areas in the United States and its territories, including the Northeast, Southeast, Midwest, South, High Plains and West. The six geographical regions are defined as follows: Northeast: ME, VT, NH, MA, RI, CT, NY, PA, WV, NJ, DE, MD; Southeast: VA, NC, SC, GA, FL, AL, PR; Midwest: OH, MI, IN, IL, WI, MN, IA, MO, KY; Southern: TN, MS, LA, AR, TX, OK; High Plains: KS, NE, SD, ND, CO, WY; Western: AZ, CA, NV, NM, UT, MT, ID, OR, WA, AK, HI. The RCC Program is managed by NOAA's National Climatic Data Center (NCDC). The six centers that comprise the RCC Program are engaged in the timely production and delivery of useful climate data, information, and knowledge to decision makers and other users at the local, state, regional, and national levels. The RCCs support NOAA's efforts to provide operational climate services while leveraging improvements in technology and collaborations with partners to expand quality data dissemination capabilities. Services also include answering a wide variety of customer inquiries as received via telephone, fax, or e-mail, responding directly to the customer. Orders for data and information will be accepted and fulfilled, including the receipt of payment. Local web sites that provide access to a full range of local, state, regional and national climatological data and information shall be maintained. Services shall also include interaction with customers and potential customers to ensure that local needs for climatological data and information are readily known. This interaction may include a variety of actions such as workshops, surveys, educational outreach, participation at conferences and seminars, and web-based tools. This work falls under NAICS code 541990. The planned contract will have a period of performance of three (3) years which includes one (1) base year and two (2) one-year option periods. The work will be performed at the contractor's facility. Telephone responses and inquiries will not be accepted. Questions regarding this market survey should be sent to the point of contact listed below. Concerns having the required specialized capabilities to meet the Government's requirements are invited to submit a capability statement not later than 4:00 p.m., local time, October 9, 2009, via email to Lynne.B.Phipps@noaa.gov. Responses should be no more than 10 pages in length and include the organization name, address, business type, and point of contact information (to include name, title, phone number, and email address). The response should be concise and should include, but is not be limited to, evidence of the following: (1) experience and expertise of personnel as well as the organization; (2) identification of previous and current contracts performed within the past three years which are similar in scope to the requirements listed herein, including name of Government or commercial organization, contract number, point of contact name and phone number or email address, and short description of the services provided. The response should be in sufficient detail to permit evaluation and consideration by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. This notice is for market research purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. All responses from responsible sources will be considered.
