Description
The United States General Services Administration has a requirement for the selection of a quality contractor for the Replacement and Relocation of Air Handler Units at the Harrisonburg Courthouse in Harrisonburg, Virginia. This project is to be awarded as a firm fixed price contract. This work includes but is not limited to the following: design services to develop construction documents and the removal, replacement and relocation of Four (4) air handling units along with any ductwork, piping, insulation, electrical, etc connecting the original units with the rest of the building system from the Mezzanine and 2 nd Floor to the basement. The estimated cost is between $500,000.00 and $1,000,000.00. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. Award may be made without discussions. T echnical quality is more important than price; therefore the combined weight of technical factors is more important than price. T he technical evaluation factors for the evaluation process are, in descending order of importance: 1.Past Performance on Projects, 2. Technical Approach/Project Management, and 3. Project Team/Key Personnel. The NAICS code applicable to this project is 236220. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. Funding for contract award for the subject project is currently not available. Award of any contract resulting from this solicitation is subject to availability of funds which may be appropriated by the American Recovery and Reinvestment Act. All costs associated with proposal preparation in response to this solicitation are the responsibility of the offeror. Should no award result from this solicitation, the Government shall have no obligation to pay any costs to the offeror.
