Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center Crane has a Basic Ordering Agreement (BOA) with BAE Systems Information and Electronic Systems Integrated Incorporate, 65 Spit Brook Road, Nashua, NH 03061, for a not to exceed amount of $7,350,000.00. The BOA covers a three year period with two 1-year options. The BOA was awarded for repair, modification, upgrade, or new spare production, engineering and logistics services for EP-3E and P-3 (X) derivative aircraft ALD-9 and ALD-10 mission avionics systems and subsystems. Procurements under the BOA are being conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2303(c)(1) and implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the system. This synopsis will satisfy the BOA requirement to issue a synopsis for job orders on an annual basis.POC for information regarding this requirement is Rhea Earle, Code 0563WS, at telephone 812-854-8744, or email: rhea.earle@navy.mil. NAICS Code 334511; FSC Class 58.
