- The VA Pittsburgh Healthcare System intends to negotiate on a sole source basis with Phillips Corporation Federal Division, Hanover, MD, 21076 for the purchase of tooling for Addison-McKee PB75. This tooling is required for VAPHS recently purchased tubing bender to make tubing bender operational. This product is an additional component to our existing Addison-McKee PB75, tooling from other sources will not be compatible with our machine. This notice of intent is NOT a request for competitive quotations. Vendors who wish to identify their interest and capability to provide an alternate item that will meet the capabilities and functionality described above may notify the Contracting Officer in writing no later than 1:00pm on September 28th, 2009. Such notification must include a complete description of the tooling that is required including narrative and capabilities as described above. Responses may be sent to Pamela.Rayburg@va.gov or mailed to Pamela Rayburg, Contracting Officer (04A1-H) VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations
