- Based on the availability of funds in accordance with FAR 52.232-18, Dyess AFB, Texas, is conducting market research for the purchase of the items listed below. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, # F1RT2A9252A001, is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. Paper copies will not be available. This procurement is a 100% small business set-aside, the NAICS Code is 337215 with a small business standard of 500 employees. The following commercial items are requested in this solicitation: ITEM 1: 100 each: Heavy duty double tier lockers with recessed handles, 15" width X 18" deep X 36" height construction with 2-wide, gray color, built-in combination locks, sloping hoods measuring 18"deep with bases and number plates numbering 1 through 400 (Brand name or equal with salient features); ITEM 2: 8 each: Hardwood locker room bench with three aluminum pedestals measuring 9.6" width X 120" long X 18" height (Brand name or equal with salient features); ITEM 3: 8 each: Hardwood locker room bench with two aluminum pedestals measuring 9.6" width X 70" long X 18" height (Brand name or equal with salient features); ITEM 4: Shipping and handling FOB: Destination to Dyess AFB, Texas.; ITEM 5: Installation. The Contracting Officer will award a firm-fixed price type contract. The award will be made to the responsible contractor who submits the most advantageous quote to the Government based on technically acceptable and price. The following provisions and clauses apply to this acquisition: FAR. The provisions at FAR 52.211-6, Brand Name or Equal/Salient Features; FAR 52.212-1, Instructions to Offerors -- Commercial items. Quotes will be evaluated and awarded based on price alone. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial items, offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FRA 52.222-37, Employment Reports on disabled Veterans and Veterans of the Vietnam Era Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225-7001, Buy American Act and Balance of Payment Program and DFARS 252.232.7003, Electronic Funds Payment. All firms must be registered in the Central Contractor Registration database at www.ccr.gov. All prospective offerors interested in submitting a proposal must have Central Contractors Registration (CCR) at www.ccr.gov and Online Representations and Certifications Application (ORCA) https://orca.bpn.gov/login.aspx. You must register on CCR in order to receive notification of changes to the solicitation. Registration requires applicants to have a DUNS number from Dunn & Bradstreet. Registering may take up to two (2) weeks to process. The administering contracting office is located at the 7th Contracting Squadron, 381 3rd St., Dyess AFB, TX 79607.
