Description
The Defense Security Services (DSS) plans to issue a sole source award to Oracle. DSS requires the renewal of maintenance support for Oracle 9i Database which may only be procured from Oracle. This maintenance renewal is critical to the existing ESS infrastructure. Maintaining the use of our current version of Oracle Database 9i will serve to maintain the current capabilities of the ESS. After extensive market research it has been evident that the renewal of maintenance support for Oracle 9i Database may only be purchased directly from Oracle. DSS has in the attempt to obtain adequate competition requested quotes from several Oracle resellers available on General Services Administration (GSA). After such attempts to obtain quotes from GSA schedule holders, the resellers conclude they are not authorized to sell extended maintenance support for Oracle 9i Database and thus could not submit quotes. DSS contacted Oracle directly and found that only Oracle may supply these software needs to DSS. This is a unique requirement other than your standard annual maintenance. This added service is not offered on GSA contract, NASA SEWP contract, or ESI. This is considered an open market quote. Currently the 9i version is archaic and only had a five year life cycle plus three years of the Extended Support. This is the final year for that added service. The period of performance of this award will be from date of award through July 31, 2010 when the software has reached its “end of life”. THIS IS NOT A REQUEST FOR QUOTES. Interested vendors may identify their interest and capabilities by providing a written notification no later than 4:00 PM (EST), Monday, September 28, 2009. Responses will be considered, however, a determination to issue a sole source award is at the discretion of the Government. Responses must be submitted via email to John R. Baumert, Contract Specialist at john.baumert@dss.mil. Telephone inquires will not be accepted.
