- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W9124R-09-T-1111. Sole Source. The Mission and Installation Contracting Command Center-Yuma in Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Mike Wills Excavating and Trucking, Inc. located in Gwinn, MI. Pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 10 U.S.C. 2304(c)(1). Mike Wills Excavating and Trucking, Inc. is the only known source which can provide a comprehensive training course that includes the topics listed below. This will be a commercial acquisition using simplified acquisition procedures for commercial items per FAR Parts 12 and 13. The requirement is to provide a 30 day course in ice and snow construction in which Mike Wills Excavating and Trucking shall provide training to 4 Cold Region Test Center personnel. Training in which will be covered in this course shall be stated on the Mission and Installation Contracting Command Center-Yuma website located at www.yuma.army.mil/contracting. The North American Classification System (NAICS) code is 238910 with a standard size of $14.0 Million. This contract will consist of one Contract Line Item Number (CLIN) 0001, Quantity: 1, Unit of Issue: Lump Sum, Description: Snowfield and Ice Surface Construction Training. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOPALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firms technical capability to meet these requirements by 22 September 2009 08:00 AM MST.
