Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotes (RFQ) Solicitation L09PS01666. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-18. This solicitation is set-aside 100% for small business, the North American Industry Classification System (NAICS) code is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing, the business size standard is 500 employees.The Bureau of Land Management (BLM), National Interagency Fire Center (NIFC), located at Boise, ID 83705, has a requirement for Pre-fabricated metal stairs with Landing, noted as an example is Laperye Stair LV2488 - A, B, and C or equal, to include ONE (1) each Landing with right hand exit, and ONE (1) each Landing with left hand exit for a total of TWO (2) complete stair units, pre-fabricated and ready for assembly/installation by Government staff. Each stairway shall include a 132 inch Model 01AA or equal stairway, with 203 inch floor space, each unit shall include 40" x 48" Carbon Steel Platform, each stairway unit shall include 4 each - 4" x 4" Carbon Steel, Square Tubing, 132 " long legs. In addition, the entire stair package shall be in accordance with ASIC, ASTM, UBC, NFPA and OSHA. The finished product shall be premiered on all surfaces and a finish coat of Gloss Black applied. All product shall meet as a minimum the following standards: AISC S302-86 code of Standards Practice for Steel Building and Bridges.; American Society for testing Materials: ASTM; ASTM A 36/A36M-90: Structural Steel.ASTM a 307-91: Carbon Steel Bolts and Studs 60,000 psi Tensile Strength.ASTM A 501-89: Hot Formed Welded and Seamless Carbon Steel Structural Tubing. AWS D1.1-90 Structural Welding Code steel Twelfth Edition; UBC 1997 Uniform Building Code, Stairways: General; UBC 1003.3.3 Pricing shall include all shipping in quote, and delivered as F.O.B. Destination to the National Interagency Fire Center, Bureau of Land Management, 3833 South Development Avenue, Boise, ID 83705. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the Contractor and included in the unit price quoted for each item. Upon delivery, the cloth shall be visually inspected by the Government for compliance with the contract specifications. No rolls of cloth shall be accepted that do not comply with the specifications. Final acceptance shall be the responsibility of the Contracting Officer (CO).The following provisions and clauses apply to this procurement: FAR 52.212-01 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATION; FAR 52.212-04 CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; FAR 52.212-05 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OF EXECUTIVE ORDERS - COMMERCIAL ITEMS (para (b) following clauses apply; FAR 52.219-06; FAR 52.222-03; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36; FAR 52.225-01, FAR 52.225-13; FAR 52.232-33); FAR 52.204-07 CENTRAL CONTRACTOR REGISTRATION; FAR 52.211-06 BRAND NAME OR EQUAL. Offerors must be registered, and must maintain an active registration in the Central Contractor Registration database found at http://www.ccr.gov and Online Representations and Certifications must be completed at http://orca.bpn.gov or completed copy of the FAR 52.212-03 clause must be submitted with the quote. Quotes shall be submitted in writing on a SF 1449 or on company letterhead and must include the RFQ number, the company name, point of contract, address, phone number, fax number, DUNS number, the delivery period in terms of the number of weeks or days, the unit price, the extended price, and any prompt payment discount terms. Quotes shall be received by September 19, 2009, 1:00pm MDT to the Bureau of Land Management, National Interagency Fire Center, 3833 South Development Avenue, Boise, ID 83705-5354 or by FAX at 208-387-5574.
