- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions are clauses are those in effect through Federal Acquisition Circular 2005-36 effective September 10, 2009. The applicable clauses are contained in the attached solicitation M09PS00121. The solicitation will be made available through www.fedconnect.net and is issued as a request for quote (RFQ). Keep in mind that you must register on this website to access this solicitation. This solicitation is not set-aside for Small Business Concerns. The associated NAICS code for this solicitation is 541614 - Quote shall only be submitted through email at Theresa.Velasquez@mms.gov. The following Line Items are listed in the above referenced and attached solicitation: Product Description: Minerals Revenue Management, Compliance and Asset Management (CAM) auditors and analysts require a computer application to access point-to-point oil transportation rates on offshore and onshore pipelines, tariff information, and trucking information. The user-friendly, computer application needs to be sophisticated enough to provide CAM historical and current tariffs and price reports for a certain route or routes. The computer application needs to provide distance and the rate information. The computer application should provide detailed facts about the rate or type of rate, such as rate changes, discounts provided, and normal pipeline pressure. The computer application should create maps that will provide a picture of the type of pipelines and the rates from point to point. Since compliance reviews and most audits are performed 2 to 3 years after the sales months and the Royalty Simplication and Fairness Act of 1996 allows MMS to review royalty payments 7 years back, the computer application needs to provide historical oil transportation rates and data back 7 years. This requirement will be with a base period and 4 option years. So please quote as accordingly. 1. Base Year 10/01/2009 to 09/30/20102. Option Year 10/01/2010 to 09/30/20113.
