- Recovery Act- Solicitation No. VA245-09-RA-0291 (replaces canceled Solicitation VA-245-09-RP-0293). The Department of Veterans Affairs is seeking a design/build contractor to provide all labor, materials, tools, equipment, along with design & construction services necessary for a five task project for the Research Building Animal Facility Upgrades located at the Department of VA Medical Center, 50 Irving Street NW, Washington, DC. The five tasks consist of: Task-1 Design Phase / Task-2 Preparatory Phase / Task-3 Build Phase / Task-4 Sterilizer Installation / Task 5 Resurface Flooring. The cost range for this service is between $500,000.00 to $1,000,000.00.The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of DC. The firm must be a General Construction firm approved under NAICS code 236220, size standard $31.0 million. This announcement is for full and open competition. All responsible sources may submit a proposal, which will be considered by the Department of Veterans Affairs. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Technical and Cost Proposals will be accepted from only responsible and responsive contractors. The project duration is expected to be 200 days from the date of receipt of the notice to proceed. Electronic solicitation documents will be made available in electronic format only through the VA website at: http://www.fedbizopps.gov. It is recommended that you complete the solicitation mailing list on the website before downloading the solicitation. Solicitation documents will be available on or about Friday October 2, 2009. To schedule a pre-proposal conference /site visit please contact the Contracting Specialist via e-mail before October 6, 2009. The procurement is subject to the availability of funds.
