Description
Justification for Sole Source to the CAD Corporation The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado, intends to award a sole source, firm fixed price purchase order to The CAD Corporation for Vmerse, a digitized interactive live campus tour for the purpose of recruiting prospective USAFA candidates/students. Purpose of proposed acquisition is to allow prospective USAFA candidates/student to receive a guided tour utilizing 3D virtual campus, the ability to interact with a recruiter, provide social networking, participate in recruiter managed “gaming” events, and gain information about the Academy by way of a more economical means than traveling to the Academy. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition 2005-36 effective 10 September 09. The North American Industrial Classification System (NAICS) number is 516110. This synopsis is for information purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Delivery is to be made to the Admissions Department, U.S. Air Force Academy. FOB: Destination. Vmerse is an all inclusive service produced by CAD Corporation. It is a digitized virtual campus tour. They recreate USAFA in a virtual world so prospective candidates can view the Academy and take a tour. This is a complete program built for virtual visits and tours. USAFA can host tours from within Vmerse and interact with interested students through live conversations. CAD Corporation provides all programmers, creative and hosting and maintaining of Vmerse. REQUIREMENT DESCRIPTION: a. Provide a full- service customized package that includes digitization of US Air Force Academy campus, creation of avatars, and social networking platform for students as well as "in world" questions and answers to familiarize students with information about USAFA and Admissions. b. Digitize 100,000 square feet of the Air Force Academy to include all parts of: A dormitory room A laboratory A lecture hall The McDermott Library The Cadet Chapel Mitchell Hall dining facility The Field House Falcon Football Stadium The Academy Air Field Arnold Hall student center Provide a flight simulator program Provide an obstacle course program Provide parachuting exercise Provide hurdles on an athletic track c. Provide several avatars to pick from including males and females in the following ethnic categories: African American Caucasian, Asian, and Hispanic. Avatars must be able to: Walk Jump Salute Turn Wave Pick/dress in different uniforms. d. Provide virtual kiosks in all areas linking directly to the online application e. Provide clues and trivia in all areas to earn points toward awards f. Provide awards the avatars can wear and/or use f. Provide serving hosting and hardware maintenance and annual software maintenance for up to 300 concurrent users. g. Provide 3-day response time to updates and/or bugs h. Provide registration and password protection for prospective candidates i. Provide chat capabilities only during a recruiter sponsored event where recruiter has the ability to ensure safety of all students Offerors believing they can provide an equal product that meets all the features and functionality requirements may provide evidence for consideration. Anyone who challenges the sole source will need to provide a "sample" or their product capability for evaluation i.e. website, password etc. Evidence must support the offerors claim. All qualified sources may submit a response, which if received by COB, 21 Sep 2009, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a sole source procurement can be conducted and/or a competitive procurement can be conducted. A determination that equal products exist or a determination to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
