Description
The Bureau of Reclamation Pacific Northwest Region (Reclamation) intends to negotiate a contract using FAR Parts 12 and 13 procedures with K & N Electric Motors Inc, 415 N Fancher Rd, Spokane Valley WA 99212-1059, for repair of the number 2 KATO 2,500 horsepower motor from the Columbia River Pumping Plant near Hermiston, Umatilla County, Oregon. The proposed contract is a follow on to a previously competitively awarded contract. Upon tear down and inspection extensive damage to the motor was discovered. Reclamation believes negotiating a contract with the current vendor will provide considerable cost and time savings as opposed to conducting a new competition. The NAICS code applicable to this acquisition is 335312, Motor and Generator Manufacturing, and the small business size standard is 1,000 employees. The proposed scope of work includes: Motor: (1) Burn and strip main stator winding, as well as exciter stator and rotor; (2) remove all eight rotor poles and coils; (3) complete rewind of the rotor; (4) replace 50% of main stator core iron with new laminations; (5) replace 50% of two main rotor poles with new laminations; (6) rewind main stator with new form coils, including vacuum pressure impregnation; (7) rewind stator and rotor of the exciter; (8) repair core damage of exciter stator and rotor; (9) remove, manufacture and install new shaft; (10) repair main rotor pole face winding; (11) rebuild lower guide bearing housing and replace Koyo bearing with a SKF bearing; (12) install a lower bearing RTD; (13) rebuild scrubbed end housing, seals, and miscellaneous parts; (14) replace existing winding heaters (240 volt and 300 watt); (15) dynamically balance rotating assembly; (16) reassemble, test and paint. This notice is not a request for proposals, and no solicitation will be issued. However, interested parties may identify their capability to respond to the requirement or submit proposals to Robert Milette via email at rmilette@pn.usbr.gov or fax to 208-378-5108. All proposals received by September 23, 2009, will be considered by Reclamation. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement. A determination by Reclamation to not compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation.
