Description
US Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Jack R. Harris, PHD, of Gaithersburg, MD, to provide technical advisory services in support of CBP’s efforts to assist in its efforts to provide the Georgia Border Police, Republic of Georgia, a viable and effective C3 system. Technical support with regard to other electronics systems is to be provided as well as needs arise. The Government intends to solicit and negotiate directly with Jack R. Harris based on his unique combination of knowledge, skills, ability, and past support of C3 and other programs for the Republic of Georgia. CBP intends to award a Time & Materials Contract for a one-year period with 3 option periods, for an expected maximum duration of 4 years. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email. Documents over 10 pages total will not be accepted. No faxed documents will be accepted. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by September 29, 2009, 7:00am, CST, an award will be made to Jack R.
