Page 1 of:08/21/200'The Department of Veterans Affairs, Veterans Benefits Administration,New Orleans Regional Office, New Orleans, LA has a requirement forvocational rehabilitation and employment services including assessment,case management, job readiness assessment and job placement services forveterans located throughout the state of Louisiana. The Contractor will provide the following rehabilitation services forservice members and Veterans receiving services from the Department ofVeterans Affairs Vocational Rehabilitation and Employment (VR&E)program: A.Service Group A - Initial Assessments. (1) In accordance with Title 38 USC Chapter 31, the outcome of theInitial Assessment is to provide the VR&E counselor with sufficientinformation about the Veteran's prior education, work history, militaryexperience, and the vocational impact of medical conditions (illnessesor disabilities - both service-connected and non-service-connected), forconsideration in determining entitlement and feasibility for services. (2) The initial assessment also provides collaborative vocationalexploration; analysis of transferable skills; evaluation of interests,aptitudes, and abilities; exploration of labor market conditions; andcollaboration with the Veteran in preliminary track selection.Additionally, the initial assessment will provide information essentialin the formulation of a draft rehabilitation plan that allows the VAcounselor and Veteran to jointly finalize a rehabilitation plan leadingto a vocational goal, entry into suitable employment, and/or maximumindependence in the community. B.Service Group B - Case Management.The Contractor will provide case management services as required toachieve the objectives of the written rehabilitation plan for theveteran. This plan will include supportive services, such as addressingmedical, financial, independent living, and community issues academicneeds, and preparing Veterans to become job ready. C. Service Group C - Employment Services. (1) Those Veterans deemed capable of re-entering the workforce areassisted in obtaining and maintaining suitable employment consistentwith the Veteran's rehabilitation plan. This includes job readinessassessment, resume development, development of interview skills, jobplacement services, and post-placement follow-up, coordination withState workforce development personnel, and coordination with VR&ECounselors and Employment Coordinators. C.(2) At every stage, contract counselors will consider andrecommend additional services needed, including but not limited to:Remedial or developmental instruction; personal or adjustmentcounseling; adaptive equipment or assistive technology; medicalservices; financial services, etc.; and/or other benefits from the VA,State vocational rehabilitation programs, and/or community programs. D. Service Group D - Educational and Vocational Counseling.The Contractor will establish employment objectives and outline careercounseling/education required to achieve the educational/vocationalgoals. The following training, rehabilitation, and employment needsshall be addressed by the Contractor for service members and Veteransreceiving services from VA authorized programs: (1) Vocational testing to include assessment of academic functioning,interests, aptitudes, and abilities. (2) Vocational and medical history, including assessment of transferableskills from military to civilian careers, along with consideration ofthe labor market the Veteran or service member will be entering; (3) Vocational exploration results in assisting the service member orVeteran to develop educational and employment goals, including stepsnecessary to achieve those goals and academic and/or adjustmentcounseling. E. Service Group E - Discrete Services.(1) This Service Group includes independent living (IL) assessments, jobcoaching, life skills coaching, job site analysis, and assistivetechnology (i.e., requirements of Section 508 of the Americans withDisabilities Act, as amended) evaluations. For the independent livingassessments, a locally licensed occupational/ physical therapist(OT/PT), and/or rehabilitation engineers will be required. Theseservices will be identified on an as-needed basis. Contractor personneland/or IL specialists may need to travel to remote locations within thestate of Louisiana. (2) The VA may award one or more contracts for these services. Thecontracts shall be performance-based, fixed-price, indefinitedelivery/indefinite quantity contracts. The period of performance forthe awarded contracts shall include a base period of six months and twooption periods each three months in length. Offerors may propose on one or more of the above services. Offerorsmust have established professional office space in all areas served,within 50 miles of major metropolitan areas and within each 100-mileradius of jurisdictions served, unless specifically negotiated in remoteareas. Proof of this space and appropriateness must be submitted withproposal. Offerors shall provide services at an appropriateprofessional setting, which complies with ADA guidelines and isconducive to counseling. This is a 100% set-aside procurement for Small Disabled Veteran OwnedSmall Business (SDVOSB) and Veterans Owned Small Business (VOSB)concerns, and other small businesses (including women owned, HUBZone,and disadvantaged and others) capable of performing the requirementindicated below. In your response please indicate the socioeconomicstatus of your small business. The NAICS code is 624310 (VocationalRehabilitation Services) with a size standard of 7 million dollars. Thismeans that businesses furnishing the counseling services describedbelow, with average annual revenue over the last 3 years under 7 milliondollars are generally considered small businesses. Awards shall bebased on the evaluation criteria established in the solicitation. Requests must include the VA321-09-RFP-0001 in the subject line toensure an answer. No telephone requests will be honored. Contractors must be registered inthe Central Contractor Registration (CCR), accessed via the Internet athttp://www.ccr.gov. All information provided will become property of theDepartment of Veterans Affairs and will not be returned. Responses arerequested by October 15, 2009 no-later-than 4 p.m., Central StandardTime and should include a point of contact, phone number, fax number andemail address.
