- Description
- This is a synopsis. This is not a solicitation. The Mission and Installation Contracting Command (MICC) Center at Fort Eustis, Virginia intend to solicit and award a contract in support of the Combined Arms Support Command (CASCOM) at Fort Lee, Virginia. CASCOM has a mission to provide the Training and Doctrine Command (TRADOC) with the combat development products for the Sustainment functional area. CASCOMs function in this area is to serve as the user representative in the development of futuristic operational concepts, doctrine, organization requirements and materiel requirements for each functional area. In addition, they develop overarching Combat Service Support (CSS) visions and concepts into integrated CSS products for the Modular Force. Finally, they determine the required Future Operational Capabilities (FOCs) from which the CSS science and technology efforts are based. The Contractor shall perform staff functions, conduct detailed analysis and develop and update documents to perform all task areas defined in the solicitation. Contract responsibilities will include the following functional areas: Task Area 1- Core Army Concept Development Experimentation Plan Support, Task Area 2 - Experiment Planning, Task Area 3 - Experimentation Execution and Reporting, Task Area 4 - Scenario Development Support, Task Area 5 - Modeling and Simulation Support, Task Area 6 - Studies and Analysis Support, and Task Area 7 - Science and Technology. Potential Contractors must have knowledge, expertise, and services to support the Capabilities Development and Integration Directorates (CDIDs) with their focus on CSS support to the war fighter by leveraging technologies, battlefield digitization, developing issues, seeking solutions, demonstrating alternatives and coordinating projects. The action will be issued as a Small Business 8(a) Set-Aside Request for Proposal (RFP). THIS ACTION IS LIMITED TO COMPETITION BY VENDORS THAT ARE CERTIFIED BY THE SMALL BUSINESS ADMINISTRATION (SBA) UNDER THE SBA 8(a) PROGRAM. (FYI: the designated NAICS Code is 541990 with a size standard of $7 million). MICC anticipates award of a Firm Fixed-Price Single Award Indefinite Delivery Indefinite Quantity contract for one (1) 12-month base period and four (4) 12-month option periods. Government intends to acquire a commercial item using FAR Part 12. The solicitation will be issued on or about 18 September 2009 and closing on or about 2 October 2009.
