- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to award a Firm Fixed Price (FFP) contract, on a sole source basis, to: Howell Instruments, Inc., 8945 South Freeway, Fort Worth, TX 76140-4911. This acquisition is for the procurement of Thermostatic Switch Test Sets, Part Number H394RN, to be used at the Organization Level of Maintenance for the MV/CV-22 Aircraft Engine Nacelles. The Test Sets are used to ensure proper functioning of the thermostatic pressure switch, which signals the crew of the aircraft, should a fire occur. The Thermostatic Switch Test Sets are portable hand-carried devices that conform to the EMI and Spark Hazard Design Requirements of MIL-STD 461 and MIL-STD 610. Each Test Set utilizes a digital display, which indicates heater probe test temperature in degrees of Fahrenheit or Celsius. Each Test Set consists of one (1) tester, two (2) heater probes, two (2) heater cables, one (1) 115 VAC power cable, one (1) 230 VAC power cable, and one (1) carrying case. Dimensions are: 14”H x 17”W x 15”D. The procurement will consist of a base quantity of sixteen (16) Test Sets (FY10), and 4 options, FY11 – 4 Test Sets, FY12 - 6 Test Sets, FY13 – 4 Test Sets and FY14 – 6 Test Sets. Howell Instruments, Inc., designed the Thermostatic Switch Test Set exclusively for the V-22 aircraft platform and their Test Set is the only Test Set that conforms to the mandatory shipboard EMI Protection and Spark Hazard Design Requirements of MIL-STD 461 and MIL-STD 610. Howell Instruments, Inc., owns proprietary rights to the technical data and detailed product drawings for these Test Sets. Their Test Sets are currently in use by the Fleet and have been qualified and tested, and meet the requirements, ensuring proper functioning of the thermostatic pressure switches in the pneumatic fire detection system of the V-22 engine nacelles. The procured parts will be delivered to the Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey 08733. Delivery of the base quantity of Test Sets, shall be September 2010, however, early delivery is acceptable. The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 “Only One Reasonable Source”, therefore, a solicitation is not available for this procurement. Firms that believe they can satisfy this requirement are encouraged to identify themselves. All responsible sources may submit a proposal, which may be considered by the Navy in determining whether to conduct a competitive procurement. A determination not to open the requirement to competition, based upon the response(s) to this notice is solely at the discretion of the Navy. Numbered Note 9 and 22 apply to this procurement. Response time is 30 days from the date this synopsis was posted.
