Description
The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) sole source with Law Enforcement Intelligent Devices LLC (LEID)for the continuation of services to support the NIH Office of Director (OD) The contractor shall continue to assist the agency with the following: An existing security system that is the Biometric Access Control System- manufactured and sold by LEID Products it is web enabled and used to track, secure and provide full accountability of such critical assets. This system provides hardened boxes designed for the security of critical assets such as pistols and racks designed specifically for the security of long guns. This equipment can be anchored to a hardened wall or floor. These boxes are not secured by breakable mechanical (dumb) key or combination locks so keys or combos cannot be forgotten, lost or stolen. They are secured with a Biometric Finger Print Reader which identifies individual police officers and tracks their access in real-time. There is also a hard key over-ride feature. An officer who qualifies and is issued a specific sidearm is authorized access with his thumb print as his key. Only officers who qualify with shotguns or sub-machineguns will have access to those weapons. Access can be modified or restricted remotely. Because access is tracked in real-time, verifiable inventories of deployed weapons will be instant. LEID Products advises that this system has patents pending. I have been able to discover no other vendor who covers all of these considerations for the security of critical law enforcement assets. Again, this is a notice of intent to negotiate on a sole source basis with LEID for the continuation of services and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order for the services requested utilizing simplified acquisition procedures. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by email to Garnesl@od.nih.gov, Contract Specialist by Sept. 22, 2009 at 1PM EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
