- The U.S. Department of Agriculture, Agriculture Marketing Services (AMS), Cotton and Tobacco Programs (C&T), in response to an unsolicited proposal, intends to award to Uster Technologies Incorporated, a noncompetitive contract for a Wide Mass Range Micronaire (WMM). This instrument allows a sample of cotton with 5 times the range of the current High Volume Instrument (HVI) micronaire to be used while the performance criteria (precision and accuracy) remain unchanged. The requirements of the WMM are: shall provide the micronaire measurement of a 100% bale cotton sample over a mass range of 9-14 grams; shall measure the Micronaire over a range of 2.5 to 5.5 Micronaire units; shall be calibrated using the 4.0 micronaire plug to set the air bridge pressure regulator and the low and high mic orifices to set the calibration parameters; shall be enclosed in a simple enclosure. The WMM shall accept a sub-sample from an operator of a standard bale sample. The WMM shall perform the measurement of the Micronaire and display the results to the operator as well as store the results in a database. The operator shall provide the sample ID. The WMM shall discharge the tested sample onto a scale for mass measurement and store the result in the database with the sample ID. The operator will remove the sample from the balance. The operator shall have access to the calibration parameters. Companies believing they can meet the stated requirements are encouraged to submit supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested sources must submit demonstrative supporting evidence by fax, or e-mail to the address listed below no later than Thursday, September 23, 2009 at 10:00 AM Central time. Responses must include technical statements and other material in sufficient detail to demonstrate the respondent's ability to meet the requirements stated in this announcement. Further, responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Finally, firms should identify themselves as ether a small business, or other than small business, in accordance with the size standard for North American Industrial Classification System (NAICS) Code 333111 which is 500 employees. This is a Notice of Intent only and not an announcement of a solicitation. The Government will not pay for any materials furnished in response to this synopsis.
