- The U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC) intends to award a contract to the Trustees of Tufts College, Inc. (Tufts University), Somerville, MA, for Research on Behavioral and Brain Indices of Soldier State and Navigation Performance. The effort aims at developing an integrated set of research methodologies, tools, and guidelines that allows informed development decisions to be made regarding the use of on-line Soldier status monitoring technologies. The U.S. Army Research, Development and Engineering Command Contracting Center, Natick Contracting Division, (NSRDEC) requires technical and theoretical expertise to support ongoing NSRDEC research on the behavioral, physiological, and neurophysiological manifestations of successful and unsuccessful spatial thinking. Tufts Universitys has a combination of laboratories to provide the expert technical research support and services required: the Spatial Cognition Laboratory, Human Computer Interaction Laboratory, and Nutrition and Cognitive Behavior Laboratory. Tufts Universitys Spatial Cognition Laboratory has an internationally renowned expert in the form and function of spatial memory, who is a pioneer in influential theoretical, and applied research on what is termed spatial mental models in the cognitive psychology literature. The Human Computer Interaction Laboratory at Tufts University is also uniquely suited to provide a portion of the services described. The Human Computer Interaction Laboratory is at the forefront of developing brain-computer interfaces to minimize errors and assess performance, using functional near-infrared spectroscopy (fNIRS) and Electroencephalography (EEG) to reflect brain activation. Tufts Universitys Nutrition and Cognitive Behavior Laboratory has an international renowned expert in the field of nutrition and cognitive behavior, who has pioneered research on the effects of nutritional variables on cognitive performance, the development of obesity and diabetes, the physiological and behavioral factors influencing diet selection, and the importance of nutrition for cognitive behavior in children and adults. There is no other currently identified research entity other than Tufts University with all of the necessary expertise and resources to successfully address this complex and interdisciplinary question. This notice of intent is not a request for competitive proposals. However, all comments received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
