JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.REQUIRING ACTIVITY: VAMC Providence, Research Service (151), 830 Chalkstone Avenue, Providence, RI 02908 2.CONTRACTING ACTIVITY: VAMC Providence, RI 3.PROPOSED ACTION: Purchase of the TechEn Continuous Wave Custom CW6 Real-time Instrument with 8 Lasers and 8 Detectors with Upgrade Potential 4.DESCRIPTION OF REQUIREMENT: Research - To measure brain activity in real-time via blood flow during rehabilitation. 5.STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: Reference 41 U.S.C. 253 (c) (1) FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 6.NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: This optical instrument system will be used to understand the neurological mechanisms and critical aspects of neuroplasticity resulting from neurorehabilitation protocols. These clinical neurorehabilitation protocols are the fundamental interventions being developed in the Neurorehabilitation Research Lab. The goal of understanding mechanisms of neuroplasticity is to optimize and develop new clinical protocols. This optical system has the important advantage of allowing investigators to examine real time cortical blood flow, while participants are engaged in rehabilitation. The main advantages of TechEn's continuous wave CW6 system over other existing systems include a greater number of effective channels, availability of raw data output at high speed, and software. No other system currently exists with the ability to collect data from as many sources and detectors. TechEn is the sole source manufacturer of this equipment. 7.DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: Contacted vendor who then submitted proof of sole source documentation. Other market research conducted by Research found no other comparable device with these specifications. 8.CUSTOMER'S SUBMISSION OF PRICE ANALYSIS: Quote provided by TechEn. 9.ANY ADDITIONAL INFORMATION FOR SUPPORT OF SUBMISSION: N/A 10.LISTING OF ANY SOURCES (IF ANY) THAT HAVE EXPRESSED AN INTEREST IN THIS REQUIREMENT: None. 11.FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: This is a one-time purchase and should not create barriers for future competition. 12.This justification is accurate and complete to the best of my belief and knowledge
