Description
Statement of Work The Director, Net Assessment is the principal staff assistant and advisor to the Secretary of Defense on net assessment matters. In this capacity, the Director develops net assessments of the standing, trends, and future prospects of U.S. military capabilities and military potential in comparison with those of other countries or groups of countries so as to identify emerging or future threats or opportunities for the United States. This includes net assessments of current and projected U.S. and foreign military capabilities by theater, region, function, or mission. The Office of Net Assessment requires a study investigating the nature and implications of global space capabilities, to include foreign government and commercial capabilities, along with the further exploration into emerging mission areas and technologies that could change the way the U.S. operates in the emerging space security environment. Its purpose is to examine the character of new competitors in the space domain and identify the trends and implications for the U.S. to maintain superior space capabilities over adversaries. In support of this study, the Office of Net Assessment requires a team of experts who possess specific skills and knowledge in the areas of national security space, strategic studies, and military operations, along with the requisite analytic expertise and experience. The Office of Net Assessment currently has a limited staffing level and must obtain these resources outside the organization. Further, to avoid negative impacts on the Office of Net Assessment, this specialized research and analysis support must be immediately available and include proper personnel with appropriate security accesses. Scope This Statement of Work (SOW) defines the tasks to be performed by the contractor in providing research and analysis support to the Office of Net Assessment. The work will be limited to non-personal services and travel. This SOW specifies the kinds of work to be performed and the kinds of organizations involved in the work. Tasks The following is a description of tasks required to complete this contract. Task 1: U.S. Government and Commercial Space Capabilities Quarterly Updates. The Contractor will update and revise the “U.S. Government and Commercial Space Capabilities Database” previously submitted to OSD/NA, conducting additional research and analysis of open-source and classified literature, as well as subject matter expert interviews, in the areas of U.S. satellite communications (SATCOM); space-based intelligence, surveillance, and reconnaissance (ISR); space-based position, navigation, and timing (PNT); and key enabling capabilities. Task 2: Foreign Space Capabilities. The Contractor will expand the Space Capabilities Database to include the space capabilities of foreign governments. In the execution of the task, the Contractor will identify and characterize foreign government and commercial space capabilities in SATCOM, ISR, PNT, and enablers today and projected over the next 15 years. The Contractor will also 1) determine which systems will have an indigenous versus acquired capability; 2) distinguish systems which provide independent capabilities from those that are dependent on other capabilities; 3) identify trends in the potential military space competition; and 4) identify the characteristics of new and emerging competitors in the space security environment. Selected Projects by OSD/Net Assessment. The Contractor will collaborate with OSD/Net Assessment to identify and conduct assessments of up to three additional areas of interest related to the emerging space security environment. These can include assessments of emerging technologies, special mission areas, foreign competitors or other topics coordinated with OSD/Net Assessment. The results of each report will be based on a review of relevant and available open-source and classified materials and subject matter expert interviews. Security All tasks must be conducted in full compliance with DOD security regulations. During the period of performance, all contractor personnel will remain eligible for TOP SECRET//SCI clearances, at a minimum, and for briefing into additional accesses as OSD/Net Assessment may require. Progress Reviews Progress reviews will be performed, as directed, by the appropriate Government Contracting Officer’s Technical Representative (COTR), and will generally summarize the status and progress of all activities being performed by the contractor under this contract. Progress reviews will take place at those locations requested by the COTR. Specific dates for progress reviews will be agreed upon between the COTR and the contractor. Deliverables The contractor shall submit all data as required in the SOW in accordance with Table 1. The customer will review deliverables for accuracy and completeness, and provide required changes or comments to the contractor within 15 calendar days or the item is approved without comment. The contractor shall submit any necessary revisions to the document(s) within 15 calendar days after receipt of customer comments. Deliverable Instructions: When directed or as required, documentation shall be delivered in one of either Microsoft Word, PowerPoint, Access or Excel or Adobe PDF soft copy format files unless otherwise specified by the COTR. This project may be incrementally funded. Place of Performance Work will be performed mainly in contractor facilities. Work may also be performed in the Pentagon, Arlington, Virginia and other work sites as directed by the COTR. Contractor personnel shall work in direct support of the Director, Net Assessment, and as directed, work with the other military services, national agencies and foreign combined/coalition partners.
