Description
NASA/KSC has a requirement for 120, 55-gallon drums of Shuttle Hydraulic Fluid insupport of the Launch Vehicle Processing Directorate (PH). The Hydraulic Fluid shall beused in the Space Shuttle Orbiter, Solid Rocket Boosters, and Shuttle Ground SupportEquipment. NASA/KSC intends to purchase the items from Castrol Industrial North America, Inc., undertheir specialty product name of Brayco-Micronic 882-NASA. Castrol Industrial NorthAmerica, Inc. is the only known supplier of MIL-PRF-83282D hydraulic fluid that meets alladditional Space Shuttle Program chemical, technical, packaging and marking requirementscalled out in SE-S-0073 Rev H.The vendors product is a flame resistant synthetichydrocarbon base fluid with physical characteristics compatible with all Space Shuttleusers.Furthermore, this vendor is specifically called out by SE-S-0073 Rev H as theonly allowable supplier.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to jessica.r.paglialonga@nasa.gov not later than 4:30 p.m. local timeon Friday, October 2, 2009. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
