- Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR Human Capital Strategist Training. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH The Human Capital Institute. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to The Human Capital Institute., 205 Billings Farm Road, Ste 3A, White River Junction, VT. 05001-9485. The Sole Source purchase will be for Human Capital Strategist Training. Specification for Human Capital Strategist Training This training offers critical strategies and synthesis of best practices to connect workforce planning, talent acquisition, engagement, alignment, deployment, retention and measurement into an integrated, seamless talent management system to AFFTC/DP personnel and other senior officials. Training allows individuals and talent-focused teams to earn the only strategically focused professional recognitions available in the field of human resources and talent management. The training will cover: Attracting Top Talent, Identifying High Potential, Developing Talent, Succession Planning, Engaging Talent, and Workforce Planning. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet ALL the requirements are invited to submit in writing complete information describing their ability to provide the above training. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by 5:00 PM, EST, September 21, 2009, a Sole Source purchase order will be pursued with The Human Capital Institute., 205 Billings Farm Road, Ste 3A, White River Junction, VT. 05001-9485
