- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued. Proposals are being requested and a written solicitation will not be issued. This is currently an unfunded end of year requirement. Solicitation Number FA8630-09-R-5090 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36, effective 10 Sep 09, and DFARS DCN 20090825. All clauses can be found by going to the following website: http://farsite.hill.af.mil. To find DFARS clauses, choose the DFARS link in the left column. This is a full and open competition using NAICS 541519 with a size standard of $25M. Items and Quantities: Quantity 1 - Business Rule Manager v2.1 for x86 running Win XP SP2+, Server 2003 - 2 Named Users; Quantity 1 - Modernization Workbench Server v2.1& Application Analyzer for x86 running Win XP SP2+, Server 2003 Named User 5 Users; and Modernization Workbench Server & Business Rule Manager Consulting Delivery Date 28 Sep 09. Delivery and acceptance and FOB point - AFSAC/SC, Bldg. 209, Wright-Patterson AFB OH 45433-5337. The provision at FAR 52.212-1, Instructions to Offerors --Commercial, applies to this acquisition. Award will be made to the lowest priced technically acceptable offeror. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications--Commercial Items, with its offer or be registered in ORCA. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses cited within 52.212-5 are applicable to this acquisition: FAR 52.203-06, Alt I; 52.219-08; 52.219-28; 52.222-03; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 55.222-36; 52.222-37; 52.222-39; 52.225-13; and 52.232-33.   The clause at DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Applicable To Defense Acquisitions of Commercial items, applies to this acquisition. The following additional DFARS clauses cited within 52.212-5 are applicable to this acquisition: 252.203-7000; 252.225-7012; 252.232-7003; 252.247-7023; and 252.232-7010. In order to be considered for award, your Central Contractor Registration (www.ccr.gov) must be current and active and you cannot be listed on the debarred list (http://epls.gov). Failure to comply with this paragraph may result in your company being removed from award consideration.
