Description
This notice is being posted as an avenue to provide Request for Quotation W91249-09-T-0149. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), Exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is for full and open competition. The solicitation number is W91249-09-T-0149, and the solicitation is issued as a request for quotation (RFQ). The NAICS code is 611430 with a small business size standard of $7million. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-36 effective September 10, 2009. Description of Requirement: The United States Army Signal Center and Directorate of Emergency Services require the procurement of instructor services to provide training in the following eleven subjects: 1) Crisis Hostage Negotiations 60 hours instruction in the phases of negotiation from start to surrender and strategies and techniques to be used; when negotiation is or is not best solution and what is or is not negotiable; and basic understanding of psychological motivations of people in crisis.. 2) Criminal Patrol and Contraband Concealment 40 hours instruction in how to safely and legally conduct criminal patrol and locate hidden contraband throughout the entire process from traffic stop to securing the evidence. 3) At-Scene Traffic Crash/Traffic Homicide Investigation 80 hours of instruction in all aspects of at-scene traffic crash/homicide investigation, including classification of accidents, obtaining evidence, crash photography, estimating vehicle speed, measuring and diagramming, interviewing, and case preparation, 4) Advanced Traffic Crash Investigation 80 hours of instruction to train students to complete a technical crash investigation with special emphasis on recognizing, interpreting, and preparing physical evidence for further use in the reconstruction of the crash. 5) Criminal Investigative Techniques 40 hours of instruction in understanding the processes and techniques that apply to investigations in general. Course should provide a framework to perform basic investigative duties and prepare students for future, more specialized training. 6) Interviews and Interrogations 40 hours of instruction on how to gain information from individuals, regardless of their status. Course should address how to accurately determine the type of person they are confronting and the techniques best used to elicit information. 7) Dispatcher FTO Program 16 hours of instruction designed for personnel working in a public safety communications dispatcher center. The preferred basis for the course would include the basic components of the San Jose Model of the Field Training and Evaluation Program (FTO/CTO Program.) Course should address the history of the program and the benefits of this approach, developing program forms and manuals specific to an agency and how to develop and implement a Communications Training Officer Program. 8) Tactical Leadership Commander 40 hours of instruction presenting a basic understanding of Tactical Operations Command, consisting of Special Weapons and Tactics Concept, Public vs Law Enforcement Personnel Perception, Mission of the Tactical Team, Escalation and De-escalation of Force, Crisis Negotiations, Rapid Deployment, Decision Making, High Risk situations, and Legal issues in Tactical Operations. 9) Field Training Officer 40 hours of instruction to acquaint public safety personnel with the basic components and techniques of the San Jose Model of the Field Training and Evaluation Program (FTO Program), which is recognized by the Commission for Accreditation of Law Enforcement Agencies (CALEA.) Course should address Field Training and Evaluation Program related case law. 10) Managing the FTO program 24 hours of instruction to acquaint public safety supervisors and managers with their basic duties and responsibilities of the FTO Program, including the process for selection of Field Training Officers. 11) Safe and Legal Traffic Stops 24 hours of instruction to train instructors to teach the Safe and Legal Traffic Stops program. Attendees should be able to learn how to teach this course to law enforcement officers. Each course shall be for a maximum of 30 students and shall be onsite at Fort Gordon, GA. Instructors shall be prepared to teach Interview and Interrogations (#6) by 26 October 2009.
