- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912L7-09-T-0078. Tennessee Army National Guard intends to negotiate on a sole source agreement with Smiths Detection, for TravelIR HCI 1 year Partnership Program and warranty of equipment that is crucial for detection of liquids and powders using ATR technology.. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The services required for the scientific piece of equipment are: a) Free Software updates, b) All parts and Labor to repair system in the event of a malfunction, c) Free Loaner (delivered overnight) if system malfunctions, d) Refresher course for one person per year, e). Access to proprietary website, f. 24/7 reach back access to PhD., Chemists, Engineers, and application scientists for spectral interpretation assistance and tech support. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by September 22, 2009 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Requests to be considered must include a full capability statement and must be received no later than Tuesday, September 22, 2009 at 12:00 pm EST. **Questions must be emailed to Terri Hover at terri.hover@us.army.mil or not later than Saturday, September 19, 2008 at 12 pm EST. Questions received by fax or telephone will not be accepted or acknowledged. The Government anticipates an award date on or about Friday, September 25, 2009. The Government will not be responsible for any costs in preparation of responses to this announcement.
