Description
The Naval Air (NAVAIR) Warfare Center Aircraft Division intends to enter into sole source negotiations and subsequently award a Fixed-Price contract to General Atomics, located in San Diego, CA. This contract will provide Advanced Arresting Gear (AAG) Systems to support the United States Navy Carrier Vessel Nuclear (CVN) ships 78 and 72. This action will be performed under existing contract N68335-09-C-0573 via modification P00003. The Government intends to negotiate an Option for the CVN-72 ship AAG System as a future contract modification. This notice supercedes the requirement previously synopsized under solicitation number N68335-09-R-0005. The total estimated dollar value of this action is $202,177,000.00. The anticipated contract award date is 30 October 2009. The North American Industry Classification System (NAICS) code for the supplies anticipated herein is 336413. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. A determination by the Government not to compete this effort is solely within the discretion of the Government. General Atomics is the sole designer/developer and is the only company with the knowledge, experience and access to the technical data necessary to fulfill the Government's need within the schedule requirements. Accordingly, General Atomics is the only known qualified, responsible source that can fulfill the requirements specified herein. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
