Description
This Limited Competition Notice is an amendment to the Sole Source Notice W912PB-COB-BRIDGE posted on 6 September 2009. 1. As a result of the responses received from our Notice of Intent to Sole Source a bridge contract to the incumbent contractor, SST, for Civilians on the Battlefield (COBs), we plan on conducting a limited competition among only those firms who can provide an affirmative and unequivocal statement of their capability to provide 400 role players on site at Hohenfels, Germany, beginning on 1 October 2009, so that there is no interruption of services and without these services being cost prohibitive. Additional rotations and role player requirements are part of the limited competition as stated below. 2. All firms with the capabilities of providing the role players in the numbers and at the location indicated to provide uninterrupted services and without the services being cost prohibitive must submit an unequivocal statement of their capabilities to meet this requirement by 1600 hours (CET) on 18 September 2009 to Andy Hilliard at william.a.hilliard1@eur.army.mil. Only email responses will be considered. Capability statements and statements of interests received after the established date/time will NOT be considered. 3. A solicitation will be sent to those interested offerors no later than 21 September 2009 with a response date/time of 1600 (CET) on 25 September 2009. Due to the criticality of ensuring continuity of services, an extension on the receipt of offers cannot and will not be granted. 4. Proposals will be evaluated utilizing a Low Price Technically Acceptable (LPTA) Best Value Approach. In an effort to assist in ensuring a prompt response, offerors in the limited competition will be required to submit a minimum of the following evaluative information in order to determine technical acceptability: A. Project Management. Narrative to include necessary information regarding the offeror's ability to perform project management required for needed services. Project management includes the full spectrum of activities such as overview of contract execution, organization, scheduling methodology, casting and vetting of COBs, quality control and safety. B. Prior Experience. Offerors will be required to identify and submit relevant experience information for each contract that the firm has performed within the last five years. Relevant experience is experience within the last five years on any Federal Government contract providing Civilians on the Battlefield for a military training exercise(s) or theater specific individual readiness training (TSIRT) for Civilians on the Battlefield (COB) that is similar in size and complexity. Similar in size means that the offeror has experience in providing over 200 COBs for a single military training exercise. Similar in complexity means that the prior experience was in providing similar types of COBs in support of a military training exercise or theater specific individual readiness training. C. Past Performance. Past Performance information will assist the Government in determining performance risk related to each offeror's proposal. For each relevant experience reference furnished, offerors will be required to provide the following information: 1. Name of Contracting Activity that awarded the contract; 2. Contract Number and Period of Performance; 3. Contract Type; 4. Total Contract Value; 5. Name of the Contracting Officer to include phone number and email address. D. Price Proposal. Fully loaded hourly rate for each specific labor category of COBs will be required for evaluation. A fully loaded labor hour rate means that the rate includes Contractor's wages, fringe, overhead, general and administrative expenses, and profit. 5. We anticipate making an award by 28 September 2009, but it may be as late as 30 September 2009. The selected contractor must be capable of provided the required vetted COBs, quantity and type for the KFOR Exercise beginning on 2 October 2009. As such, all interested offerors will be required to develop and submit a proposal based upon these time constraints and execution requirements.
