- Justification and Approval The Defense Information Systems Agency (DISA) intends to award a sole source contract to Sybase, Inc. 6903 Rockledge Dr. FL 10, Bethesda MD 20817-1132., DISA has a requirement for Sybase support for ASE ENT EDITION SOL 64 and SOFTWARE POOL for PEO C2C CC3 units (quantity: one). This is a notice of intent to issue an award under other than full and open competition and should not be considered a request for competitive proposals. This requirement is a renewal support, previously under contract # HC1047-08-F-4024. The determination of the Government not to open subject requirement to full and open competition was made IAW with FAR 6.303-2(a)(4) and 10 U.S.C.2304(c)(1) and FAR 6.302-1/DFARS 206.302-1: The supplies or services required by the agency are available from only one responsible source, or, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements; and, is solely at the discretion of the Government. Demonstration of Contractor's Unique Qualifications IAW FAR 6.303-2(a)(5). Sybase as the Original Equipment Manufacturer (OEM) is the only qualified and authorized entity to provide software maintenance of the Sybase product. DISA, under Joint Staff tasking, is responsible for the architectural design and implementation of GCCS-J capabilities, of which Sybase is an integral tool used in the operation of those capabilities. This package addresses software maintenance for the Sybase product. The software requested for this requirement matches the makes and models the PMO currently use throughout their software development lifecycle and serves to support their program's ability to continue supporting software in use throughout the world. A failure to purchase the attached makes and models will cause the government unacceptable additional costs and time to rework integration, testing, and security accreditation efforts to accommodate new vendors being added to our existing software baselines. Interested parties may identify their interest and capability to respond to the requirement by providing detailed information of their capabilities and certifications to clearly meet the requirements stated above.
