- Justification For Other Than Full and Open Competition RECOVERY. This notice is provided for informational purposes only. This project is funded through the American Recovery and Reinvestment Act of 2009. A firm fixed priced contract has been awarded to the Delta Engineers, P.C. of Binghamton, NY, on a sole-source basis for architectural and engineering (A-E) services for the purpose of providing necessary Architect-Engineering (A-E) construction management services to their previously completed designs for the air conditioning chiller replacement, 10,000 gallon underground storage tank replacement and emergency generator replacement at the USDA Jean Mayer Human Nutrition Research Center on Aging (HNRCA) in Boston, MA. The original engineering documents for the project were signed, sealed, and dated by a professional engineer employed by Delta Engineers, P.C. who had prepared and approved the documents. As such, Delta Engineers, P.C. assumes liability for the design represented by the project engineering documents. In order to maintain a single source of liability any corrections, revisions, or additions to be made to the project are required to be made by the professional engineer, or a representative within the company, who originally signed and sealed the documents.
