Description
The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy to support maintain and improve the Marine Corps' data quality for the Total Life Cycle Management (TLCM) of ground weapons systems and equipment. The TLCM Core Value Stream (CVS) comprises numerous underlying processes that function within and across eight high-level phases that define the end-to-end "cradle-to-grave" management of ground weapons systems and equipment. The underlying processes, and the data sources and information flows that support them, now are being mapped, analyzed, and integrated within the framework of those eight phases. Results of this RFI will support development of a comprehensive understanding of the quality of selected U.S. Marine Corps TLCM data comprising a variety of sources, in quantifiable terms, through data profiling. Results of this effort shall identify and prioritize areas in which data cleansing is required and optimize the use of data profiling in the cleansing and integration of TLCM data existing across multiple legacy systems / sources. Business concerns holding GSA Schedule 70, SIN 132-51, capable of delivering an objective solution should respond with a capabilities statement addressing the following criteria: A) Ability to establish and execute a comprehensive program of technical, business and analytical support for data profiling, cleansing, integration and governance; B) Ability to liaison with government staff and Marine Corps TLCM stakeholders to ensure the integrity of the process, develop quality assurance standards, and accomplish data validation; C) Ability to establish measures of performance and effectiveness that can be used as data and process quality benchmark! s; and D) Ability to present analytical findings and empirical conclusions suitable to support investment recommendations to senior Marine Corps leadership. Responses to this RFI shall not exceed ten (10) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Two customers citations describing similar work efforts; (3) Link to the respondent's appropriate GSA Schedule 70, or attached file of same; and (4) Other material relevant to establishing the core competencies of the firm. Response is due by Friday, October 09, 2009, 1200 p.m., EST. NOTES: Issuance of this notice does not constitute any obligation whatsoever on the part of the Government to procure these services or to issue a solicitation. The Marine Corps is neither seeking proposals nor accepting unsolicited proposals, and responses to this notice cannot be accepted as offers. No solicitation document exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI, and considered most capable, will be issued the resulting RFQ. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
