Description
NAICS Code: 541380 PRE-SOLICITATION NOTICE ONLY. The United States Environmental Protection Agency (EPA) has the responsibility of enhancing national capabilities for decontamination and disposal as a result of terrorist events and environmental sampling and analysis of all environmentalmatrices in response to nationally significant incidents (NSI). Consequently, the USEPA Office of Acquisition Management (OAM) intends to establish Basic Ordering Agreements (BOAs) in accordance with FAR Part 16.703 with vendors who are capable of analyzing environmental sample matrices contaminated by toxic industrial chemicals (TICs), chemical warfare agents (CWAs), biological agents, and radiochemical agents as a result of acts of terrorism or an environmental emergency. A BOA is not a contract, as referenced in FAR Part 16.703; it is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains: (1) terms and clauses applying to future contracts (orders) between the parties during its term, (2) a description, as specific as practicable, of supplies or services to be provided, and (3) methods for pricing, issuing, and delivering future orders under the BOA. Additionally, a BOA does not imply any agreement by the government to place future contracts or orders with the contractor or to be used in any manner to restrict competition. The anticipated issue date is on or about September 30, 2009 for this requirement.
